A Research On New Type Of Social Security For The Rural Elderly In China

China is a country with a large polupation, of which the rural elderly polulation accounts for the majority. Therefore,China’s rural old-age security construction is not only a huge challenge to our party and country, but also an urgent problem to sovle.The system of social endowment insurance of our country began in the80’s of the last century. After30years of development,although it has made some progress, it appears many problems. Then, in August18,2009, the new type of rural endowment insurance conference was held in Beijing. September1,2009, the State Council was released formally "the State Council’s pilot guidance concerning the development of new type of rural social endowment insurance"(here in after referred to as the" guidance"). This indicates the endowment insurance work of China’s Rural800,000,000peasents gets the new guidelines.according to the" guidance" policy, this paper combines with the basis of analysis of the development status of Hebei Province, points out the problems in the implementation of the new rural endowment insurance pilot work. With the combination of foreign typical countries endowment insurance experience, this paper puts forward the corresponding conforms to our country national policy and recommendations, with a view to China’s rural endowment insurance contribution.The article is divided into six parts:In the first part, this paper describes the research background and significance of the foundation, analysis the research status at home and abroad, puts forward the train of thought and innovation;In the second part,it introduces the system of rural endowment insurance theory for further research in order to make the theoretical groundwork; In the third part, it introduces in detail the rural endowment insurance in China and the development of new rural endowment insurance basic content; the fourth part,it takes Hebei as the representative to analysis China’s new rural pension insurance development present situation and reveals the existence of the problem; In the fifth section, this paper describes and analyzes the typical national pension system and summes up the useful experience; The sixth part is the policy proposal.
