The Research Of Hunan Rural Social Insurance For The Elderly In Socialistic New-Country Construction

Rural social insurance for the elderly is an important part of Socialistic New-Country Construction of Hunan province. It will not do well to Socialistic New-Country Construction without the work of rural social insurance for the elderly, which must be put into the overall consideration in the context of Socialistic New-Country Construction.Because of the defects and a lot of problems in practice, the work of rural social insurance for the elderly in Hunan province which started from the 90s of last century have gotten into trouble seriously today. The system of rural social insurance for the elderly must be re-constructed following the development situation. This paper wants to research how to construct the system of rural social insurance for the elderly in Hunan province. At the same time, I want to design a suitable system by learning the successful experiences from other countries and provinces.In the part of the introduction, I analyzed the background of this title and summarized the documents. Chapter two, rural social insurance for the elderly was analyzed theoretically, and defined from many different angles. In the third chapter, this paper made a simple introduction and analysis about the rural insurance in Hunan province. At the base of recalling evolution of Hunan rural social insurance for the elderly, I researched the failure work by analyzing the case of Zhuzhou, and the reason why the system have gotten into trouble today from four perspectives. The fourth and fifth chapters are the proposal part of this paper. I gave some advices about how to establish and improve Hunan rural social insurance for the elderly. We must formulate relevant laws, while establish management system and service network. The government should increase financial support and develop the rural economic co-operations. The business of endowment insurance fund should transit to social management, and improve the ability of increase value. Finally, we must establish perfect supervision system, preventive risk system and release supervision system.
