The fifth census result shows that we will step into the aging society soon, how to improve the current poor fund management is the main challenge facing the government. How to set up the fund management mode with Chinese characteristics, making the government's role clearly and introducing the rural social pension insurance fund into the capital market is a historical threat to the rural social welfare. A lot of problems exist in China's rural social endowment insurance, but among them what will influence peasant's life in old age directly is, the management of the fund. The management level of the fund is low, value preserving and appreciation is difficult, the phenomenon that the fund is diverted , abusing at will is very serious. In the situation of pressure from the aging and the problems of the management of the rural social pension insured fund , it is very meaningful to research the mode of rural social pension insurance fund.How to choose and structure the mode of rural social pension insurance fund is the thread of the paper In the paper ,firstly ,we have discussed the situations, the reasons and the harms in Chinese rural social pension insurance fund management according to many examples, from which we can find that most of the current problems resulted from the less clear quality analyses of the rural social pension insurance itself and the obscure government duties. So secondly, we have a deep analysis from four aspects as follows: the public products nature of the rural social pension insurance, the government responsibility, the state financial supporting ability and the practicability of the peasants participating in the rural social pension insurance. Then, we have qualified the rural social pension insurance as the social insurance and put forward a creative suggestion, that is half mandatory insurance principle. Besides them, we also have analyzed the special management requests from the special qualities of the rural social pension insurance. This is the theoretical prerequisite for the rural social pension insurance fund management mode.
