The New Rural Social Pension Insurance Research In Hunan Province

In the third Plenary Session of the 17 th CPC Central Committee,the party proposed the concept of new rural social endowment insurance for the first time(hereinafter referred to as the new rural insurance).The new agricultural insurance "the principles of financing individual contributions and collective benefits,financial subsidies",have been broken,land farmers can only rely on the family pension mode,fully embodies the party and the government,so that farmers share the feedback of rural reform and development of dividend determination.The implementation of the new agricultural insurance is the objective requirement of improving the rural social security system,to increase the income of rural elderly,reduce child support pressure,improve thousands of farmers' living standards,promote social scientific development of the regional economy,maintain social stability,promote social harmony.By the end of 2013,the coverage of the new rural insurance coverage in Linxiang included the farmers in the District,the peasants who lost their homes and the peasants who worked in cities,so as to achieve full coverage and comprehensive insurance.However,from the current implementation of the current situation of Linxiang City,the new agricultural insurance work has exposed many problems,may reduce the new agricultural insurance system security effect or deviate from the result of the policy objectives,affect the healthy operation of the new agricultural insurance system and sustainable development.Timely analysis and learn from the successful experience of developed countries to establish endowment insurance system for farmers according to the actual situation,the research of new ideas,new measures,so that it can adapt to the social and economic development has important significance.This article explains and analyzes the implementation of the new agricultural insurance on the basis of previous studies,the new agricultural insurance work of Linxiang city for example,introduces the prerequisite and basis for the implementation of the new rural social endowment insurance pilot in Hunan Province,Hunan Province,the basic course of the implementation of the new rural social pension insurance pilot outlined.Summary of the financial subsidy policy,the insurance payment policy,benefits plan policy,fund management policy and individual account policy basic policy.Combined with the questionnaire survey method to investigate the work of rural social endowment insurance pilot in Linxiang City,by the results of the statistical analysis of the data found that the new rural social pension insurance in Hunan Province,the lack of understanding of the new rural social pension insurance,the new rural social pension insurance fund management level is low,operation is not standardized,binding system and personnel reduce the satisfaction of quality is not high.Analysis of the reasons for the problems of the new rural social endowment insurance in Linxiang City,the new rural endowment insurance,lack of publicity,the new rural endowment insurance fund raising system is not perfect,the new rural endowment insurance fund management system is not perfect,the new rural endowment insurance legal means and lack of supervision agency,finally,for the problems and the reasons put forward to improve the new rural the social endowment insurance of Hunan province for the implementation of countermeasures and suggestions,one is to increase the new agricultural insurance propaganda,improve publicity,establish reasonable incentive mechanism,so that the new rural social pension insurance support;two is to improve the legislative level of the new agricultural insurance,improve the new agricultural insurance fund raising system,promoting the new agricultural insurance fund raising diversification;the three is to improve the fund management system,promoting the new agricultural insurance fund value;the four is to improve the new agricultural insurance policy,To improve the level of new agricultural insurance personnel,the establishment of the new agricultural insurance social collection,issued the new agricultural insurance system,strengthen the construction of information system;the five is to improve the rural social pension system,promoting rural community endowment,effective integration of community resources,constructing the benign interaction management system and operational mechanism,strengthen the management and service system construction.The healthy operation of the new rural insurance policy plays an important role in ensuring the basic livelihood of farmers,promoting rural poverty alleviation and narrowing the gap between urban and rural areas,and maintaining the stability of rural society.
