The Evaluation Of Chinese Agriculture Safety Degree And Conutermeasures

Agriculture is the basis of China's national economy. The development of agricultural production is the foundation for the improvement of people's living standard and social stability, will ultimately determine the development scale and speed of the other various governments departments and is the key to realize the modern strategic goal. Along with the progress of economic globalization, our country agriculture will be at a disadvantage in future world agriculture product trade for the increasingly competitive international agricultural industrialization competition, and then our country agriculture is in danger of dependent development and being increasingly marginalized. How we can take effective measures to promote the sustainable development of our country agriculture and enhance agricultural international competitiveness so that the long-term security of our country agriculture in the 21st century can be ensured has become the foundation of realizing our national economic security under the background of globalization.On the basis of systematically studying the research results of agricultural security problems at home and abroad in recent years, I attempted to assess the current study on our country agricultural security problems in the methods of qualitative analysis and quantitative analysis, and also attempted to discuss the thinking and countermeasure to ensure and realize the China's agricultural security towards the future. The thesis is divided into five chapters: chapter one is introduction, which illustrates the research background, the significance, the train of thought, the innovative points and weaknesses of the thesis; on the basis of summarizing the research results of the connotation of agricultural security at home and abroad, chapter two brings up a novel definition of the connotation of agricultural security under the background of globalization and from the angle of international competitiveness, and meanwhile illustrates the main research direction of agricultural security; chapter three establishes the index system from four aspects of agricultural industry survival circumstance, agricultural industry international competitiveness, agricultural industry external dependence and agricultural industry control force, measures the current situation of agricultural security and systematically elaborates the agricultural security condition of our country; on the basis of learning agricultural industry security countermeasure of the U.S. and Japan, and other developed countries and developing countries and areas represented by India, chapter four summarizes the experience on government support, agricultural security legislation and agricultural supporting and service system, etc., wherein, the agricultural security system is emphasized; chapter five gives a preliminary discussion of the thinking of maintaining and realizing agricultural security of our country and the policy orientation in the future from establishing national agricultural safety management system that accords with Chinese national condition, improving agricultural international competitiveness, increasing overall grain production capability, perfecting agricultural products reserve system and establishing perfect agricultural safety early-warning.
