English abstract: Rural land policy occupies an important position in rural economic and social development. In order to reveal the nature of the land policy, it is necessary to inspect the course of its evolution. We can summed up the historical experience and provide something worth learning for the improvement of the policy. This article is from a historical point of view. The basic background is the conditions of China's reform and opening up. This article has an overview of the land policy after the reform and opening up. And it also elaborated on the evolution and feature of the land policy. On this basis, the article analysis the question,the target and the perfect path.This paper consists of five parts, and its basic logical structures are following:The first part mainly states the historical background of the rural land policy. They are including the disadvantages of the latter part of people's communes that highlighted under the planned economic system; low productivity leaded the farmers lived in extreme poverty. The Third Plenum of the Eleven opened the curtain the reform and opening up and provided the ideological condition for land policy in rural.The second part described the development of the rural land policy in some obvious stages since reform and opening up. Chronologically, they are including the establishment, steady, exacerbation and perfect of the household contract responsibility system.The third part summarized the characteristics of the rural land policy. They are including progressively evolution, the purpose was to maintain the dominant position of the farmers, in accordance with market economic laws. The forth part is the rational thinking of the rural land policy. Along with the deepening reform, the shortcomings of the land policy witch are not suitable for the situation highlighted. Based on this situation to innovate and improve the land policy is inevitable for the development of it.
