Research On Poverty Alleviation In Guangxi Rural Areas Since Reform And Opening Up

Poverty-stricken population in rural areas is the symbolic index for building an overall well-off society and achieving the first Centenary Goal,which is the solemn commitment made by Chinese Communist Party to its people.Xi Jinping,Chairman of China,pointed out that the eastern and western regions will not have problems about timely poverty alleviation as scheduled.The western region is a weak point in the anti-poverty battle and the poor rural population is even the weakest point.From the time of Reform and Opening to the year 2017,there has been about 31.07 million people in Guangxi lifted out of poverty,which are extremely remarkable achievements.The conclusion of the basic experience of poverty alleviation in rural areas of Guangxi since the Reform and Opening is helpful to the accomplishment of poverty alleviation in Guangxi,of building an overall well-off society and of achieving the first Centenary Goal,which offers relevant experience to western rural area.In this paper,the author,according to the relevance between goals of poverty alleviation and building well-off society,divides the course of poverty alleviation in rural areas of Guangxi into three stages: a general well-off society,a comprehensive well-off society and an overall well-off society.making a comprehensive analysis and a conclusion of the characteristics of poverty in each stage,the evolution of poverty alleviation policies as well as the implementation and achievements of poverty alleviation practices,which brings forth a summary of the basic experience of great achievements made in poverty alleviation by Guangxi government since the Policy.Since the Reform and Opening,the basic experience of poverty alleviation in Guangxi consists of 4 aspects.Firstly,Guided by the theory of poverty reduction with Chinese characteristics,China has always adhered to the goal of poverty alleviation for common prosperity,the people-centered poverty alleviation position,the development-oriented poverty alleviation policy and the targeted poverty alleviation strategy.Secondly,it is necessary to uphold and innovate the socialism with Chinese characteristic;Secondly,We should follow the path of poverty alleviation with Chinese characteristics,gradually achieve the goal of common prosperity and poverty alleviation in stages,formulate policies conducive to the development of poor areas and poor people,and adhere to the combination of inclusive and preferential policies.Adhere to the Party's leadership and strengthen organizational security.Thirdly,We should adhere to the government's leadership,incorporate poverty alleviation and development into the overall strategy of economic and social development,and carry out special poverty alleviation,mobilizing the participation of the whole society and combining all forces.Thirdly,we should adhere to the poverty reduction policy in rural areas in line with the reality of Guangxi.On the one hand,we should implement the central poverty reduction policy according to local conditions,on the other hand,we should publish the poverty reduction policy in Guangxi.Fourthly,we should carry out poverty alleviation practice in rural areas with Guangxi characteristics,relocate migrants in view of regional contradictions between people and land,using Guangdong counterparts to help organize labor export,relying on local characteristic resources to carry out industrial poverty alleviation,and solving regional poverty by means of the General Assembly War.
