The Study On Land Policies Implemented By CPC Since Reform And Opening-up

The problem of"agriculture, rural areas and farmers"is the life-and-death one in establishing socialistic country with Chinese characteristics and realizing scientific development. Agriculture is the foundation of the national economy. Whether it can do well concerns not only the improvement of the living standard of the 900 million farmers, but the overall situation of the country's stability. And the key ingredient in agriculture is land, so whether the right rural land policies(hereinafter referred to as the Policies) have been made relates to the success of socialistic modernization as well as the rise and fall of the course of our Party. And this is the the precious experience gained from our Party's practice over the past 80 years odd.Taking as its study object the Policies carried out by our Party since the reform and opening-up, and based on the documents concerning the Policies unveiled by the Party and government, the thesis systematically reviewed the developing progress of the Policies of our Party after liberation, especially since the reform and opening-up, and divided the Policies into the following stages: the stage of breaking the old system and establishing the new one, that of development, that of further development and that of gradual perfection. Then the characteristics have been concluded of the Policies of our Party since the reform and opening-up: The first is the ever-increasing number; the second being the ever-increasing quality; the third being the ever-increasing degree in legalization; and the last being keeping pace with times in formualting and perfecting the Policies.At the same time the thesis analysed the enomous contribution the policies have made to the development of rural economy and social stability, and pointed out the deficiencies of the current Policies. Practice knows no end, so does the innovation. The Policies with household contract management as its core couldn't solve the rural land problems once and for all, so when fromulating the Policies, we shouldn't be confined to some given system, instead, we should master the law and constantly make innivations: First, the formulation of the Policies must based on Chinese reality; second, the formulation of the Policies must meet the develoment level of the productivity; and the third the formulation of the Policies must represent the foundamental interest of the vast farmers. As long as our Party and government stick to the three principles, the rual land problem can be settled satisfatorily.
