Land is the mother of human wealth,as the material basis for human survival and an important place for human production activities,it plays a decisive role in the economic development of a region or even a country.Problem of "agriculture,rural areas and farmers" is put forward in the 1970 s,it is from the date of proposed the focus of the party and the country,is also the smooth realization of agricultural modernization and the great cause of socialism with Chinese characteristics,the key problem of land issues as an important issue of the "three rural issues",affects the development of farmers,rural areas and agriculture.Therefore,it is particularly important for the party and the country to make the rural land policy suitable for the rural development situation.After the founding of the People's Republic of China,China's rural areas have experienced seventy years of tortuous and difficult development,and achieved gratifying and proud results.In particular,over the past four decades of reform and opening up,the rural society has undergone earth-shaking changes,which are largely due to the successful implementation of the household contract responsibility system after the reform and opening up.The household contract responsibility system is characterized by two-layer operation and integration of unification and division.It was formed in the process of land reform,production cooperation,people's commune movement,reform and opening up and a series of exploration of rural land system,and it is a process of constantly breaking through and innovating the old economic system.Its establishment not only aroused the enthusiasm of farmers' production and life,promoted the development of rural social economy in China,but also drove the economic development of the whole country.The research on rural land policy has theoretical and practical significance,whether it is the study of the evolution history of rural land policy in China,the grasp of the law of land policy formulation,or even the land problems exposed in the process of urbanization and the prospect of the future development direction of land policy.Based on the historical background of reform and opening-up,the thesis takes the rural land policy of the party as the research object and the rural land policy documents issued by the party and the government in different periods as the basis,and combs the development process of the party's rural land policy since the reform and opening-up,which are: the determination of the household contract responsibility system: the contract production to the household born in the dispute;the stability of the household contract responsibility system The stability of the contract system characterized by household contract and double-layer management;the deepening and improvement of the household contract responsibility system:from long-term stability to long-term stability.And to sort out and interpret the developmentprocess of rural land policy in these stages.At the same time,it summarizes the four effects of the contract system since its implementation: the main position of farmers has been strengthened;the productivity has been greatly developed;the problem of food and clothing of farmers has been solved;the degree of land policy legalization is higher and higher,which can better protect the vital interests of farmers.In addition to summing up its historical achievements,the shortcomings and problems in the development of the contract system are also summed up,summarized and analyzed.On this basis,according to the research results of the academic circles in the theoretical circle,combined with their own learning exploration and understanding,the author finally explores the historical experience of the evolution of land policy.
