Research On The Relationship Between Urbanization And Farmer Employment In Anhui Province

Anhui province is a big agriculture province, its rural population is about occupy the three quarter of the whole province population and every year there are quantity of rural surplus labor force shifting ,however studying on how to transfer rural surplus labor force reasonable, promoting farmer employment, is an important way to resolve three rural problems ,and in the 16th National Congress of Communist Party of China ,it is reported that: "Rural surplus labor force transfers to the non- farm industry and the town, is an inevitable trend of industrialization and modernization, we have to raise urbanization lever gradually and walk urbanization road with Chinese characteristic, to lead rural labor force flowing reasonably and orderly". Pushing forward urbanization construction is an important way to absorb rural surplus labor force, promoting farmer employment and enhancing farmer income. In State Department reply in January in 2010 State Department put forward , and it takes a historic opportunity for us to develop our economic. So it is the key period for our province to pushing urbanization construction, pulling the whole economic of rural-to-urban and leading rural surplus labor force transfer reasonably.Under this background, this paper using metrology analysis, demonstration analysis method, to research on pushing forward urbanization process, further raising economy development level in Anhui province. Promoting farmer employment and shifting rural surplus labor force reasonably. This article firstly overview relevant theories of rural surplus labor force transfer and urbanization, with theories of developing economics, such as W.A.Lewis Dual economy Model, Fei-Ranis Model, M.P.Todro population flow theories etc and urbanization pattern such as Growth-Pole Theory etc and combine with Chinese scholar's research practice in dual economic development , which setting up the theories analysis frame of the full text, then analysis on the relationship between urbanization and farmer employment by this foundation. Then this paper firstly in different angles to analyze urbanization have promote function to farmer employment. such as have the advantage in cost and geography, industry optimize, rural industrialization, village business enterprise, the society guarantee system and ability of absorbing population. then from flow into the ground and the run off ground angle, analysis farmer employment also have promote function to urbanization ,to get "the double win" situation. then with the present circumstance in Anhui province analyze the process of urbanization in Anhui province, status quo and existed problems, in meantime, analyze the status quo of rural surplus labor force shift in Anhui province, after that from the employment structure and the employment total amount in Anhui province to analyze the relationship between urbanization and farmer employment in Anhui province, further get the conclusion, that is put forward the development of urbanization in Anhui province is one of an important outlet to accelerate farmer employment. Then analyzes the typical model case example of the small town promote employment in home and abroad, include Suncun Town, Sanhe Town etc. what is successful case example of the small town to develop industrial type small town, the tour type small town etc, in order to sum up some experience to push forward the process of urbanization in Anhui province and accelerate farmer employment. finally it brings about the policy suggestions on the relevant work such as promote the industrial structure upgrade, develop special features town, strengthen the village education, set up related system environment etc.Totally to say, the development of urbanization and farmer employment are promote mutually and accelerate the development of rural-to-urban forcefully. under the new economic situation, Anhui province need to intensify itself urbanization construction, promoting agriculture modernization, rural industrialization and develop the third industry strongly, progressing the function that the town gathers together population, promoting farmer employment, reducing the disparity between rural and urban and pushing forward the development of rural-to-urban.
