As a kind of unique territory resource, tourism resources, which are playing an important role in the modern economic lives, are the most important foundation and precondition of development of tourism industry. Evaluation of tourism resources includes comparison and judgment procedure in some area on the point of view of tourism development. It will affect the program, scale and direction. And it is the precondition of tourism division into districts and planning.Qingdao as well-known seaside city has been carried out quite mature in the coastal tourism and holiday travel, unfortunately the development of other tourist types is not obvious on the harvest, especially in its historical and cultural aspects. Qingdao is a part of Qilu, not only has a long historical and cultural accumulation, but also has abroad features and modern atmosphere. Since 1891, the Qing government formally began constructing Qingdao; it has never shaken off the role of the military fortress. During the occupation period, Germany constructed a large number of military facilities, which has high value now. After the founding of New China, Qingdao became one of the three fleet--China's North Sea Fleet's headquarters, its military fortress status has been further consolidated. There are a considerable amount of military tourism resources in Qingdao, they are not only as a special tourism project development, but also can serve as a useful complement to Qingdao tourism.Thus the paper uses appropriate evaluation method and chooses the scientific index system to evaluate the tourism resource in Qingdao on the base of deep study of theory and method of tourism resource at home and abroad. Then the paper analyses the tourism resources in Qingdao and sums up the characters of structure and space distributing. The tourism resources are the theme of this paper. On the base of system analysis and comprehensive evaluation the paper tries to make people have complete and impersonal realization for the tourism resources in Qingdao. It will provide the scientific foundation for the government to do accurate decision-making of tourism exploitation and can be used for reference in other district.This paper uses the state standard the classification investigation and evaluation (GB/T18972-2003) to classify and coordinate the tourism resources in Qingdao and evaluates the tourism resources in the way of the integration of qualitative evaluation and quantitative evaluation. The main content includes:PartⅠ:Introduction. This part described the research background, research significance, research state in and out, research content and possible innovations.PartⅡ:the relevant theoretical basis. There are tourist resources evaluation and development theory, tourism ethical theory, theory of sustainable development of tourism, tourism marketing theory, location theory and system theory. These theories have laid a theoretical foundation for the military research.PartⅢ:Military tourism-related concepts definition, including the concept of military travel, the definition and classification of military tourism resources, etc., which is the foundation for the research in Qingdao tourism resources.PartⅣ:Qingdao comprehensive evaluation of military tourism resources. On the basis of separating Qingdao military resources, outlined its features, and qualitative and quantitative analysis of its value.PartⅤ:Qingdao military response and mode of development of tourism resources. In conclusion Qingdao military status of the development of tourism resources and problems, based on the combined value of the previous analysis, propose appropriate countermeasures and pattern.PartⅥ:Conclusions and prospects. Giving a conclusion of the Whole essay, pointing outs it innovation, meanwhile, the author indicated the defects and the future study areas.
