Research On Motivation And Formation Mechanism Of Civil-Military Integration In Military Enterprise

The rapid development of information technology has induced the new military transformation of the world, which intensifies the military competition. Many main countries in the world emphasize the cooperation between the civil and military and establish the civil-military integration defense industry system.The civil-military integration is the course to combine the foundation of military technology industry and the civil technology industry to a uniform national technology industry foundation, which is progress in the extent and degree based on the cooperation of civil and military. And the civil-military integration in military enterprise emphasizes the unification of research and production equipments, technology and human resources between the military department and civil department in military enterprises, which can utilize resources effectively, decrease the cost, enhance the competition ability of products and improve the benefit of enterprise with the cooperation between the military department and civil department. The current research of domestic and international on this field mainly focuses on the relationship between the military industry and civil industry that includes the economic operation mode, management system and production activity. But the research of civil-military integration with the target of military enterprises in consideration of general factors is comparatively absent in the literature.The motivation of civil-military integration in military enterprises is analyzed from the aspect of R&D ability represented by coupling and interaction of R&D ability, technology represented by technology transfer, resource represented by resource sharing and value chain network integrated by the three above motivations. About the motivation, it analyzes the cooperation character of R&D ability, technology, resource in the civil-military value chain network with the case of a defense enterprise, which educes that the primary civil-military integration has formed with the cooperation of R&D ability, technology and resource between the military department and the civil department. But the civil-military integration value chain network of the defense enterprise needs perfecting with the mutual interaction between the military department and the civil department.The static factors contained in the motivation are detected during the motivation analysis of the civil-military integration, the relationship of which is the formation mechanism of civil-military integration. And the factors with supplement are classified to the effect factors and the evaluation factors according to the principle of scientific, systemic and hierarchical. The effect factors are divided into macro-view, middle-view and micro-view, while the evaluation factors are divided into military subsystem, civil subsystem and civil-military integration system. Further, the factors system of civil-military integration in military enterprises has been established after being transformed into metrical variables.According to the character of the R&D and production in most military enterprises, the system dynamics models of civil-military integration represented by technology transfer and specialization division are designed. And the formation mechanism of civil-military integration is explored by analyzing the variables relationship and the factors effect mechanism. It is educed that the model represented by specialization division is better than the model represented by technology transfer to some extent by comparing the two models.The factors system of civil-military integration in military enterprises established above is exploring with the correspondence demonstration analysis, which validates some conclusions elicited in the system dynamics model on one hand, and educes the comprehensive corresponding relationships among the factors on the other hand. The correspondence demonstration analysis results offer the theory reference for the implement of civil-military integration in the military enterprises.
