The Comprehensive Performance Evaluation System Of Military Enterprises In Sichuan Province

Since the founding of our country,military enterprises will bear the historical mission of safety production in national defense.Development of military enterprises related to the long-term stability and national defense construction.What's more,it is the cornerstone of national security development.With the development of national economy,the large number of military enterprises began to develop both the civilian and military products.In order to response to national defense conversion and the development of civil-military integration.In this context,military enterprises in SiChuan Province continuously make use of military research advantages to pioneer generation by generation and improve production technology.These enterprises not only to create well-known brands,also show the world-class production technology in military field. In addition,they invented the F-10 and other advanced military products,showing a strongly comprehensive competitiveness.With the accelerated pace of economic development,part of the military enterprises has slowed down in the civilian market.However,they establish sound and scientific performance evaluation systems in order to improve the level of management.From the history of the evolution of military enterprises,this paper analyzes the problems faced by military enterprise in performance evaluation systematically and introduces the advantages and disadvantages of mainstream performance evaluation.Moreover,the paper put forward the method of the combination of DEA and BSC.The purpose is to overcome the subjectivity of performance evaluation and the difficulty to quantify.Subsequently,the paper make use of BSC to build index framework on the basis of field research.Besides,the paper build a comprehensive evaluation system on the basis of input-output-oriented DEA model, combining with expertscoring method and Pearson test.Selecting the listed companies in Sichuan Province military 2010-2014 five-year annual data for the sample,the paper study the applied research of evaluation system.And it has scale analysis,sensitivity analysis,projection analysis and target improvement analysis by CCR model,BCC model and super-efficiency model.Then it states the results in details and present the status of Sichuan military industries.Finally,according to the findings,the paper suggests improvements from the direction of the four dimensions of BSC to the current situation.The purpose of this research is to be able to evaluate the performance of military enterprises and to provide a useful reference for the development of China's military enterprises.
