Innovation-oriented nation-building must rely on the construction of national innovation-based system. Building an innovative country should have a lot of subjects to play the innovation effect, but also need for innovative human resources, capital, institution, and so on. Of course, in addition to a sound financial chain, human resources and institutional chain, but also need a reasonable innovation performance evaluation system. Non-profit research institution is a new force engaged in scientific research of public-good type, its innovative research management performance evaluation system is a very important component. Due to the constraints from scientific and technological talents'professional knowledge, the complexity of the innovation process, diversity of output, measuring the input and output of the non-profit research institutions is too difficult to comprehensive and complete, there is lack of a relatively standardized, universally applicable performance evaluation system in the innovative non-profit research institutions, to strengthen research on performance evaluation system, to advance the creativity and innovation and transformation, which is an important theoretical and practical issue.Performance evaluation on non-profit research institution innovation refers to that the science and technology administration uses scientific evaluation system, to conduct the comprehensive evaluation on non-profit research institution's quantity and quality of scientific and technological innovation output, role and contribution on economic and social development. The paper at first discusses the basic connotation of the non-profit research institution innovation performance, and the importance significance to carry out it, and on this basis, analyzes the main contents of performance evaluation of the non-profit research institutions, to build the performance evaluation index system, and then study the performance evaluation methods, concludes the implementation of the basic path and specifics countermeasure to improve the performance evaluation system. This paper studies the non-profit research institutions to build innovation performance evaluation system and evaluation methods, with emphasis on evaluation of their completed research tasks of public welfare, scientific and technological innovation capability, conduct public service as well as operation and management and so on, advocates of evaluation results should be used as an important basis for research institutes to enhance innovation and service work, the departments concerned to adjust their intensity of investment, adjusting the staffing to undertake research tasks and other aspects of public support. To build innovation performance evaluation system and its implementation of non-profit research institutions, will help promote the research institutes to achieve maximum output of scientific and technological innovation under the conditions of the existing allocation of resources, will help enhance the ability of public services, scientific and technological innovation, will help non-profit research institutions to promote innovation.
