Study On Independent Innovation Capability Of Agricultural Research Institutions

The independent innovation capability is the core competence of the state. At present, the agricultural science and technological innovation capability has a large gap between China and the developed countries in the world. Therefore, the studies on the independent innovation capability of agricultural research institutions is not only the need of developing modern agriculture, constructing the new socialist countryside and the innovative country, but also the need of developing the agricultural research institutions, enriching and developing the innovative theories. It has of very important strategic significance in improving the independent innovation capacity of agricultural and technology in an all-round way, and promoting modern agriculture construction and development.This dissertation has comprehensively applied the theories and methods of information management, and combined the literature analysis, questionnaire, case analysis and other methods. It covers the definition, connotation, characteristic, formation, evolution, recognition, regulation, and evaluation index system, the increasing countermeasure of the independent innovation capability of agricultural research institutions. It has established a basic theoretical system of the independent innovation capability of agricultural research institutions to provide the theoretical basis and practical guidance for building its independent innovation capability.The major research results and innovations of the dissertation involve the following aspects.Firstly, the dissertation puts forward the construction model for the independent innovation capability system of agricultural research institutions based on the characteristics for the first-class agricultural research institutions and the basic characteristics of innovation, including the internal running system, the internal and external coordination system.Secondly, the dissertation reveals the dynamic model for the independent innovation capability formation of agricultural research institutions, which including the internal driving force, the holding power of conditions, the external driving force, the demands of agriculture, and the international influence, etc.Thirdly, the dissertation creates the capability identification model and the capability regulation model based on the recognition and regulation mechanism of independent innovation capability. It emphasizes that the key for agricultural research institutions to identify and control the independent innovation capability is to recognize and regulate the basic elements within the organization and its structure relation, functional effect, and the external environment condition roles and influences. In the process of regulating the independent innovation capability, it is important to notice the static controlling and focus on the dynamic adjustment for elements, structures, functions and environments.Finally, the dissertation establishes a set of evaluation index system of independent innovation capability of agricultural research institutions. The system includes three grade indicators. The first grade indicators are internal running ability, internal and external coordinating ability, and external influence. The second grade indicators include 10 indicators and the third grade indicators include 48 specific indicators. The independent innovation capability of agricultural research institutions is a large complex system. In order to realize the sustainable development of the independent innovation capability, we must systemically lay out the agricultural scientific research system from the strategic angle, strengthen the internal innovation management, coordinate the internal and external relations, grasp the external development situation, and improve the independent innovation capability in an all-round way.
