The traditional methods for technological innovation performance evaluation and development objective optimization can only assess the overall situation, but not the internal factors deeply. DEA model is an evaluation method which based on the linear programming theory of operations research. This method can be used to analyze the overall effectiveness, technical effectiveness of the decision making unit which have multiple input and output indicators, identify the key factors which have an effect on the technological innovation performance, and can optimize the development goals of technological innovation effectively, thus resolve the defect of the traditional methods.This paper first studied the technological innovation performance evaluation and development objective optimization theory domestic and international, corporate technology R & D institutions and their development in detail, and analyzed the advantages and disadvantages of technological innovation performance evaluation of domestic and foreign common method in detail, such as:the production function method, technological innovation comprehensive evaluation model, the analytic hierarchy process etc. We find that DEA model has some special advantages which other models do not have through the process of analysis and comparison, such as:the evaluation method is simple to use, the evaluation of the results is reality and objective, and it can make decisions on multiple targets simultaneously, etc. Therefore, we chose DEA model as the basic method of technology innovation performance evaluation and objective optimization, and summarized the two basic models of DEA methods, economic significance and their applications in detail.Secondly, we analyzed and summarized the principles of indicator select and the technological innovation indicators of the similar institutions domestic and foreign, grasped some index selection rules preliminary, summarized some common indicators, and based on the full exchange with internal technical staff and managers of Yun tong Copper Mountain Research Institute (Yu xi), establish a technology innovation performance evaluation and development objective optimization indicator system for Yun tong Copper Mountain Research Institute (Yu xi).Thirdly, In the case of study, we use the LINDO software to calculate the technology innovation data of the institute over the years to evaluate the performance of their innovation, and evaluate the innovation performance from the efficiency (overall efficiency, technical efficiency, scale efficiency), slack variables, the shadow (dual) prices aspects, and optimized the development objectives using the slack variables of DEA model in the next few years to improve the accuracy and rationality of the development goal-setting.This paper argues, from 2000 to 2009, the overall efficiency, technical efficiency, scale efficiency of Yun tong Copper Mountain Research Institute (Yu xi) were not the best in the year of 2002 and 2004. That is not all of the input changed into output. Judging from the recent five years, the indicator of the number of scientific and technological personnel, the overall labor productivity and the proportion of senior technical staff in R & D personnel have a great effect on the technology innovation performance of the institution, and should be controlled in particular. During the development objectives of the next few years, the goal-setting of 2011 and 2012 are unreasonable, and need to be adjusted using slack variables.
