Study On The Act Of Government In The Development Of Agricultural Industrialization Of Ling-yuan City Liao-ning Province

Agricultural industrialization is the innovation process of rural economic organization, which is a realistic choice of the integration of agriculture, industry and commerce, the integration of production-marketing and solving a range of deep-seated problems of agricultural and rural economic development. Based on the actual situation of the local agricultural development, Local governments all have done a lot of work focusing on the industrialization of agriculture. Lingyuan City, Liaoning Province, is a county-level city of Chaoyang City, from the the early 1990, where facility vegetable, flower, forestry and fruit industry and breeding industry were identified the three local leading agricultural industries. Selecting Lingyuan City as the typical case, on the basis of the investigation on its development of agricultural industrialization, we mainly analyzed the specific measures taken by the government to promote the process of local agricultural industrialization, which has important significance for the development of agricultural industrialization in other parts of government.At present, the research on agricultural industrialization is from two aspects including theory and practice. In practice level, a research direction is to analyze for a specific industry; Another research direction is the analysis for a region. From the theoretical research level, the early researches exerts on the concept of agricultural industry, content and features, but Later research focused on only one aspect of industrialization of deep one. This paper summarizes the contents and characteristics of agricultural industry; then, summarized the three main modes and characteristics of the development of agricultural industrialization according to the research of others; Finally, accorrding to the academic related to government functions and government behavior in agriculture industrialization development and the practice of the typical country in promoting agricultural industrialization, we puts forward duties and behaviour of the central government and local government in promoting the development of the agricultural industrialization.The third chapter introduces the Lingyuan City resources, economic development and industry development, overview of the basic conditions of agricultural development of Lingyuan City and its four major industries identified:facility vegetable, flower, forestry and fruit industry and breeding industry, this study made a more detailed description from the perspective of industrial organization subject.Chapter IV is the focus of research of the paper, which mainly analyzes government support measures and acts of bias in the process of the development of the agricultural industrialization in Ling Yuan, and puts forward the corresponding suggestions for improvement.Firstly, the paper introduces the overall guiding ideology and development strategy of the Lingyuan city government supporting to development of agricultural industrialization; Secondly, we analyzed the specific support measures about agricultural industrialization of Ling Yuan city, including implement provincial policy documents, Interest to support agriculture comprehensive development projects, seting up the industrialization of agricultural industrialization and supporting professional wholesale market, the organization for economic cooperation and the construction of agricultural socialization service system.Thirdly, this paper analyzed the deviant behavior of the agricultural industrialization measures supported by government, which mainly manifested the excessive supporting (intervention) to the development of the leading agriculture enterprise and the construction of large-scale specialized market but weakening and even ignored the folloeing problems,such as the cooperation organization construction, social service system construction and industrialization development environment improvement. To solve these problems, this paper puts forward some suggestions including the adjustment the idea and focus of government work, effectively supporting the development of agricultural cooperative organizations, strengthening the social service system build and improvemet the development of the external environment of agricultural industrialization.
