Current Status Of Crops Seed Industrialization And Its Developmental Strategy In Ningbo

Seed is the most basic production material in agriculture, an effective carrier of progress in agricultural science and technology and the most important factors for agricultural output and quality. The development of seed industry plays a vital role for the increase of agricultural production and farmers'income. As the seed law of the People's Republic of China promulgated for implementation and China's accession to WTO, China's seed industry also transforms gradually from planned economy to market economy. To seize the historic opportunities and meet the external challenges, the key is to find specific ways suitable to China's national conditions and adapt to the market economy and the world economic tide in realizing the industrialization of seeds. On the base of investigation and study to the current status of the development of crop seed industrialization in Ningbo and the analysis to the practices and experiences of seed industrialization domestic and abroad, this paper put forward development countermeasures for Ningbo crop seed industrialization, hoping helpful for decision-making of relevant departments and healthy development of seed industrialization in Ningbo.The paper reviews the history and present situation of international seed industry and introduces American, European and Asia's seed industrialization development process. The development of seed industrialization in each stage and characteristics and existing problems of seed industrialization in our country are also reviewed. Then the paper introduces in detail the seed industrialization in Ningbo in new varieties breeding and introduction, seed enterprises with business scale, facilities and base construction, seeds processing and inspection and seed management and law enforcement, etc. The existing problems of seed industrialization in Ningbo are also analyzed.In view of the present situation and the existence question of Ningbo's seed industrialization, the paper proposes the development goal and plan of Ningbo's seed industrialization. The following countermeasures and measures for Ningbo's seed industrialization development are put forward: Increasing the policy support; Strengthening the seed management system's construction and providing the good environment for the development of seed enterprises; Innovating enterprise operation mechanism and promoting the development of seed industry; Advancing science and technology innovation and strengthening the research ability and level; Strengthening the protection of intellectual property rights; perfect seed information network and strengthening exchanges and cooperation.Ningbo seed industry should keep the original features, display own superiority, fully participate in market competition, and constantly promote seed industrialization. Thus Ningbo seed industry will develop constantly in market economy, has a place in China seed industry and plays a bigger role in agricultural development and rural construction.
