Current Status And Sustainable Development Strategy Of Seed Industrialization In Henan

Seed is the most basis,irreplaceable and vital means of production. It is most important factor that determines the output and quality of agricultural product. Productive practice of domestic and foreign has proved that the development of seed industry has been major way protecting and enhancing the food production capacity. In the 21st century, seed production has become sustainable development system that integrate scientific research, production, processing, marketing, technical services in one well. Expects predicted that"the seeds would be new focus of international agricultural competitiveness and international economy competition.""The one who mastered the seeds would master the world."As the result, speeding up the development of seed industrialization is the most strategic choice in the development of modern agriculture.Henan is a major province for agricultural production, in which many types of crop are planted and each year the seed marketing of the province is about 1.5 billion kilograms. So, the marketing is very huge. Since the"Seed Laws"enacted, the seed industrialization in Henan province has entered a new period of development and achieved some achievements. However, compared with the seed industry abroad, there are still some gaps, such as the scientific research system of seeds, management system, breeding technology, the operating mechanism and so on. If these problems can't be quickly and greatly resolved, it will restrict the further development of seed industry in Henan. At the same time, with the global process of economic integration speeding up, seed business of Henan province will be surely integrated into the national and international seed business. Faced with new opportunities and challenges, we must study the developing road and the accumulated successful experiences that international and domestic sustainable development of seed industry has gone through. Meanwhile, combined with the situation in Henan Province and the actual development of the seed industry, Sustainable development road should be explored which is consistent with the fact of our province and joint the world, and good seeds should be further exerted in the sustainable development road. Henan agriculture should be promoted sustained, stable, coordinated and comprehensive development, and eventually the goals of high-quality, high-yield, high efficiency, ecological and safe will be achieved.In this paper, Through referring home and abroad relative dates, especially seed industry development of successful experience and trends in developed countries,and combination with Henan seed industrialization survey of 50 years development, using survey analysis, comparative analysis, forecasting and analysis, seed industry problems of Henen was scientifically analysis, following six problems are found of seed industry development in our province:(1) from seed production, the production scale small and production mode lagged, seed production facilities inadequate, the production plan out of control and operational risks increased; (2) from the seed business, the seed market capacity huge, small-scale enterprises, the low level of industrialization, the backward management; (3) from the technological innovation system, the low scientific research input of seed industry in our province, germless resources research behind, originality innovate capacity poor, the scientific research system to be improved; (4) from the business management, none modern enterprise system integrate with the world market, the backward concept, the macro-management not enough, the market level low; (5)from species management, variety certification technical means backward, reconstructing the number of varieties certification and neglecting the quality of varieties certification, lack of a strong intellectual property protection; (6) from the market management, none-smooth seed management system , the dominant position of law enforcement not clear enough, the quality of seeds management team low, the management strength weak, lack of funding and tools necessary to handle cases.Henan seed industry was in the initial stage of sustainable development. In accordance with development experience of domestic and international seed industry and situation in our province, we must establish five support systems that suit to sustainable development of Henan seed industry, such as technology innovation, system innovation, management innovation, the construction of the talents and the information superhighway. The technology innovation is source to promote development of seed industry and improve the international competitiveness. The core of technology innovation is innovative varieties. Only are there first-class variety that can promote enterprise development; Institutional innovation is the key to promote enterprise development. Only through joint reorganization and making the scattered seed industry into together, can we realize integration of breeding, generalization and marketing,and form a scale management; Management innovation is fundamental guarantee that realize seeds industrialization. Only do we establish a management system and seed system that we can provide a good legal guarantees and social environment, form a sequence of the seed competitive market, manage seed industry according to Law, strengthen management of seed and play thoroughly the function of seed management; Talent is the most important factors that affect enterprise development, while the competition of knowledge is in the competition of talent. So we must strengthen the introduction,training,selection and appointment of the talent,establish a good management systems and methods of seed business that suit to train and appoint technological personnel, and form a good institutional and social environment where science entrepreneurial can venture; Establishing seed industry information highway, expanding seed industry chain and realizing the share of resources are the inevitable requirement of seed industry development of our province.
