With urbanization and industrialization moving faster, the city population increased resulting in urban construction land expanding; the future demand for urban construction land is very strong in a long time. But land resources, especially the cultivated land are too scare that if we continue the way of construction land supply in the past time, the contradiction between supply and demand will be more serious, so finding the potential of existing construction land is very necessary. The pothook of urban and rural construction land keeps the gross of the construction land and cultivated land, increases the intensive utilization level, and make the contradiction easier.In the part of theoretical research, it centers on the background of the pothook, the development of in and out of the county, and the tidies of the villages to discuss the origin of the pothook. It points out that the policy of pothook is good for the development of the city in our county which has many people and few land especially the cultivated land clearly. Urbanization leads to the expansion of the city, the increase of the construction land, and it must be inside of the cultivated land but in the situation of our country it must restrict the construction of the cultivated land, So it needs using the cultivated land to add the cultivated land by the tidies of the rural land.On the part of demonstrative analysis, the symposium for the overall feasibility of the pothook of urban and rural construction of State Weifang high tech industry development zone from the views of future required activity of urban construction land and the reclamation of rural settlements shows it is doable basically. So the paper took farmer survey to analyze the farmers' willingness to participate in the program of plus and minus hook between urban and rural construction land, inquired into the implementation mechanism of the policy to bestow a quality on to the growth of the urban and rural equalizing development and realize the intensive and economic use of land resource. Then the rural settlements to be reclaimed of State Weifang high tech industry development zone are composed to be the zone of demolition, and the future accommodations of residential area, infrastructural land and resettlement land are composed to be the zone of construction. This shows feasibility, but it needs adjustment to assure the action of the project recently.
