With the increasing frequency of natural calamities, social security incidents and public health emergencies, governments all around the world are placing more and more emphasis on the response to the emergency. China is one of the fewest countries in the world which have the most serious natural calamities, of various kinds and with high frequency, covering wide areas, resulting in dramatic damage, causing seriously bad influences to economy and social development of China. The big snowstorm happened in the southern China in early 2008 revealed many problems existing in the emergency management of our government, especially the slow response to the relevant organizations and transportation of the supplies.When the public incidents happened, lots of supplies are needed for the burial handling, injured relief, epidemic prevention, post-disaster reconstruction and the inevitable resumption of production, which would reduce the disaster area, personnel losses and prevent further expansion of the disaster. Therefore, kinds of supplies are the basis for the emergency management system, and the appropriate supplier selection is the premise of the emergency supplies.The paper mainly studies the selection and coordination issues in the multiple suppliers in the emergency supply chain after the incidents.Firstly, the paper introduces the background of the selected theme, summarizes the researches about the supplier evaluation and selection and coordination of multi-suppliers in domestic and foreign literatures, and proposes the significance and framework of this paper.Secondly, the paper gives the definition and characteristics of the emergency supply chain on the basis of supply chain, supply chain management and emergency management. Then it introduces the basic model of the paper——Newsvendor Model and its extension.In the main body of the paper, considering that time must be given precedence and the economy is weaker in the emergency supply chain, we establish the newsvendor model in the emergency procurement.In the model, time value is in place of a regular sale profits and the supplier's reliability is taken into account.In the following analysis, the paper obtains a series of criteria for supplier selection by making use of Kuhn-Tucker conditions. Moreover, three factors that affect the supplier selection--time, transportation cost, and reliability are made pair-wise comparison and the priority among them is time(?)transportation cost(?)reliability. A comprehensive evaluation index----supplier selection factorΦis brought forward through the summarization of the three factors above all. An algorithm is proposed on the basis of the analysis and a numerical example is cited to demonstrate the supplier selection process.In the end, the contents of this paper are summarized, besides, the shortcomings and the direction for the further study are also pointed out.
