A Study On The Effect Of The Fiscal Expenditure's Structure For Supporting Agriculture On The Farmers' Income Level In Jilin

Since the reform and opening-up,China's economic construction has made remarkable achievements under the leadership of the government,people's living standard has been greatly improved.But the agricultural foundation is weak and the rural development is backward,causing two economic structures of urban and rural areas,and the problem is very serious.The region development is also extremely unbalanced and the function of "three agriculture" to the social development restriction appears day by day.The traditional agricultural development of Jilin Province is slow;the income level of farmers is low and the income gap between urban and rural areas has been increasing over the past years,all of these problems are eager to be solved.In the next period of time,the scale of Jilin's fiscal expenditure will grow rapidly,therefore,how to make the allocation of financial funds to agriculture more reasonably and how to make the fiscal expenditure structure more optimizing to promote farmers' income growth is a very urgent and necessary problem.Jilin provincial government has been supporting agriculture in the development.But the structure of the financial expenditure for agriculture is unreasonable,the use efficiency of funds is low,and the scale of funds for agricultural infrastructure construction cannot reach the level of scale income,which leads to the backward development of agriculture.Some departments' people are redundant,Personnel wages and benefits of the distribution,squeeze the agricultural productive expenditure;spending for agricultural science and technology research is also less,development of agricultural science and technology is slow,the level of farmers' production technology is also low,backward technology cause that agricultural production consumes more time and energy.Compared with the per net income of farmers in China,the income level of farmers in Jilin Province is low,and the growth rate is lower than the growth rate of GDP of Jilin Province,and the income level of farmers should be improved.Fiscal expenditure is an important means of national macro-control,the government uses fiscal policy to control the economy and maintain stable economic operation.Financial funds to agriculture is an important part of fiscal expenditure,which belongs to the important category of government regulation and control,so this paper studies the relationship between its structure and farmer's income.Based on the empirical analysis of the econometric model,this paper studies the impact of the four subjects of the financial funds to agriculture in Jilin Province on the income of the peasants,discusses which subjects play a leading role in the increase of the farmers' income,which subjects hinder the growth of the peasants' income,and quantify the relationship between them.Finally,I summary conclusions and try to give some policy recommendations making structural readjustments.
