Application Research On 3D GPS Project Management Of Mt. Huangshan

Huangshan is one of the national key scenic spots with three world-class titles, and its informationization development is being paid great attention. Since the beginning of Huangshan informationization construction, many information systems for different business requirements have been implemented and successfully applied. By the implementation of a series of IT projects, Huangshan has proved to be one of spearheads of China scenic areas in informationization. And the level of scenic resource protection, scenic area management, tourism service and security precaution are accordingly advanced. Along with the deep-going of informationization development, numerous problems concerning information system construction management process appeared. Such as project definition vague, the lack of post-evaluation. In Huangshan Scenic Area, due to the introduction of modern IT project management method, the construction process of GPS project was successfully implemented.In this paper, viewing the IT project management application in Huangshan GPS 3D system construction as object of study, the relevant research literatures and applications are reviewed, especially in the applications of IT project management in other industries. Secondly, under the guidance of comprehensive planning and construction goal of the project, using IT project knowledge management system, the functional framework requirements are briefly analyzed and part of functions are designed in detail. Thirdly, the project is divided with WBS and project schedule is designed by Microsoft Project 2007. Moreover, integrating the features of milestone model, we conducts ask decomposition and schedule plan. Then by the requirement of project management process, this paper proposes the solution for project schedule control, quality control, management and communication control. Additionally, the ex-post evaluation on project quality is completed using comprehensive assessment method.The project of Huangshan GPS 3D Positioning System of is characterized by the complexity of techniques, short time of construction, high quality of requirements, poor environment, and etc. In this project, scientific and rational IT project management methodologies are fully used and CMM is applied to manage the project documents. Meanwhile, the third-party information supervision organization is drawn into the supervision and management of the project which makes the construction of this project meet the information- ization standard and ensure the achievement of expected goal.
