The natural tourism resource is an important part of tourism resource in our country.To measure its value is the premise to explore it and utilize it rationally. However, according to the traditional labour axiology and avail axiology, the value of natural resource can't be explained more clearly, (including nature tourism resource value). The domestic tourism resource appraisal mainly focuses on the tourism resource characteristics, the resource environment and the development condition.. In terms of tourism resources value, the value of historical culture, artistic appreciation, and science inspection are the three most important aspects. But from these appraisals in practice, neither qualitaty nor ration is involved in the economic value of tourism resources.The paper followes some relative theories and methods of the environment and the natural resource economics,and analyzes the relationships among the natural environment, the natural resource and the nature tourism resource from some basic concepts. Introducing the concept of environment and the natural resource economic value, this paper divides the natural tourism resource value into the use value and the non-use value. Basing on summaries of the domestic and overseas tourism resource value appraisal study, this paper uses CVM (a method environment and the natural resource economic applys more widespreadly) to measure the non- use value of Huangshan Mountain scenic spot. The results are: (1) Take the total national population of 2004 as the overall,sample. According to the average willingness of payment of the sample, in 2006 Huangshan Mountain's non- use value quantity is 29.1155 billion Yuan. (2) Take the total national population of 2004 as the overall,sample., According to the average willingness of payment and willingness of pay rate of the sample, in 2006 Huangshan Mountain's non- use value quantity is 10.86 billion Yuan. (3) considering the actual payment ability and taking employed population in urban areas and rural areas as the overall sample of 2004, Huangshan Mountain's non- use value quantity is 6.2943 billion Yuan in 2006, according to the average willingness of payment and willingness of pay rate of the sample.According to this research and domestic CVM correlation research case, this paper carry on the discussion to apply the CVM measure tourism resource value and sum up from the tourism resource value, the sample overall determination, the sample quantity scale to the measure result analysis. Also, this paper hopes it could be useful for the case and the model for the domestic CVM in the future.In terms of the non-use value, the paper studys the value foundation of protection and development of Huangshan Mountain. In view of Huangshan Mountain protection and development of the present situation, this paper puts forward four proposals: (1) strengthen the value measure research of Huangshan Mountain tourism resources; (2) ascertain travelling critical capacity of Huangshan Mountain; (3) establish stable fund channel to Huangshan Mountain protects ; (4) strengthen the geological landform protection work.
