Along with the intensification of market competition, companies would pay more attention to cultivate the core competitiveness, in order to contend with its competitors. Superficially, the core competitiveness possibly contains the product quality, the service level and advanced science and technology and so on. However, its essence is talent competition. Because without talent's participation, series of activities that bring the income for the company, such as research and development of the new technology, manufacture of high quality product, raise of the market share, are impossible. One measure to fundamentally meet staffs diverse demand, attract, detain, motivate the talented person is to provide the attractive welfare, which means to implement the flexible benefit plan. This may transform the staffs wrong idea that the welfare company provides is same to different person.On the one hand, the implementation of the flexible benefit plan, can meet employees' diverse and multi-level needs, arouse the enthusiasm of employees, and create more value for the company, On the other hand, it can attract and retain essential talented person and reduce the loss of talents, reduce the cost of company, so as to improve the company's benefit. This is one kind of "win-win" action to the staff and the company.Influenced by the financial crisis, the benefit of Qinghai Branch China Aluminum Co. Ltd. (CHALCO) once slides. This directly affects the welfare of the employees. Through studying the welfare plan of Qinghai Branch CHALCO, this article mainly solve the problem that meeting staffs various needs, raising staffs degree of satisfaction with the similar welfare expense, so as to prevent the staff slack and motivate them to contribute their strength to company's development.The re-design of welfare program of Qinghai Branch CHALCO would play a positive role for its development and expansion; while, to the companies with no implementation of flexible benefit plan it can play a reference role.
