| With the continuous development of science and technology, human society has entered the era of knowledge-based economy, high-tech continuously update and high-tech industrial development through technological advances has become an important force in promoting economic development, developing the high-tech industry vigorously has become the development of the theme in the world economy, and China's high-tech industry started relatively late, there are still large gaps with the developed countries. Since the accession to WTO, China is increasingly involved in international competition, and China's high-tech industry are trying to catch up with the world advanced level, many domestic provinces and municipalities in China have also accelerated the pace of the development of high-tech industries, and have achieved certain results, there are also the issues in the same time, namely, the development of domestic high-tech industries uneven levels of development among different regions vary widely, the eastern coastal high-tech industries investment environment is better than the other regions, the development of high-tech industry in good condition, and thus attract more investment in the development of high-tech industries ; and poor high-tech industries investment environment in central and western regions, high-tech industries generally not as good as the east coast, there are still many areas of the development level of high-tech industry is far behind the national average, relatively speaking, this situation led to high-tech industries in these region's investment environment has become even worse. How to improve the high-tech industry investment environment in these backward areas is still a major issue which China has to faces to develop high-tech industry.In this paper, high-tech industries investment environment in China is the main research contents, firstly, domestic and foreign investment environment-related researches in the theory are reviewed, starting from the concept and characteristics of high-tech industries and probing the differences and similarities of investment environment between high-tech industries and traditional industries, on the basis of above, infrastructure environment, economic environment, high-tech industry environment, market environment and human environment are considered, the high-tech industry investment environment evaluation index system is constructed with five sub-systems contains 38 indicators which can reflect the characteristics of it, using principal factor analysis method, in stages for the 30 provinces to conduct empirical analysis, the results showed that: regional high-tech industries development situation is closely related to high-tech industries investment environment, high-tech industries investment environment in the eastern coastal regions is in good condition, so that the development of high-tech industries in this regions is better than the central and western regions, and thus attract more investment in developing high-tech industries; high-tech industries investment environment in the central and western regions is worse than the eastern coastal regions, there is still big gap between the central and western regions and the eastern coastal regions. And also have found that: investment and financing mechanisms problems, human resources problems, technology industrialization problems and administrative interference problems are still in the development of high-tech industries investment environment, the optimize policy suggestions are put forward based on the existing problems of high-tech industries investment environment. |
