Assessment And Countermeasures Of High-tech Industry Investment Environment In Hebei Province

The high-tech industry is the strategic leading industry of a country or an area.The high-tech industry development level to a large extent,will determine the comprehensive competition strength and the future development of this country or area. Because the high-tech industry is intensive knowledge technology, less consumption of material resources, good overall efficiency, we need to try our best to develop this high-tech industry in Hebei province. The urgency and necessity are apparent. So the research of measuring the high-tech industry investment environment of Hebei province,and finding the advantages and existing problems, has the important significance to the constantly improving of the high-tech industry investment environment in Hebei province.In this paper, first, on the basic of reading a lot of related domestic and foreign research achievement about investment environment evaluation, I cleared the influence factors of the high-tech industry investment environment which contain the natural environment, infrastructure construction, macro economic environment, financial environment, economic policy and the regulatory environment, technology environment, human resources environment, industry development situation, market environment, innovation environment ten major factors; Secondly, according to the effect of high-tech industry investment environment factors and the construction principles of comprehensive evaluation index system that we should adhere to, I build the high-tech industrial investment environment evaluation index system which contains 10 primary index and 25 secondary indexes; Third, I present a general description about the high technology industrial investment environmen of Hebei province in 2009; Fourth, I evaluat the 30 regions's (except Tibet) high-tech industrial investment environment by using the factor analysis method, and I analyze the evaluation results, finding out the advantages and disadvantages of Hebei province; Finally, I put forward the countermeasures and proposals whish I hope can make some contribution to the improving of Hebei high-tech industry investment environment.
