Driven by the tide of economic globalization, the logistics service market is gradually broken down into different logistics service fields, such as engineering project logistics service (hereinafter referred to as project logistics).International project logistics is a result of large-scale electric power station project, petrochemical factory project, and other construction projects, and the activities of project logistics is based on international transport for large cargo logistics. This kind fo logistics activities are generally serving in large projects, so project management requirements was also given to it, such as the requirement of transport safety equipment, progress and transportation costs.Multi-links of logistics activities, more wide scope of work for services, large scale operations and requirement of high level technology are important feature of the international project logistics.Therefore, the actual operation is usually highly uncertain. This requires the design of logistics and transport solutions, not only considering the specific requirements of these programs, but also should be fully considering the risks of uncertainty.This paper consider the choice of transportation solution in international project logistics as the research object, according to its characteristics, study the principle and steps of making project logistics transport plan. And set up the optimization model for international project logistics transportation plan based on decision network planning technique and uncertain theory. This model also analysis the situation existing uncertainty and multiple sample space. This is an effective solution for international project logistics transport processes which existing some uncertainty and having to select a different executed plan in corresponding space. Stochastic programming theory is also applied to solve the model.This method allows decision-makers when operating the project could reduce the total cost as low as possible guaranteed by a certain probability. Finally, the typical international project logistics as an example to verify the validity of the model, but also provides a means of support for the international project logistics transportation choice.
