In the making process of emergency plan, complex conflicts often occur when emergency plans of the different departments are being combined. Those conflicts and interference can easily lead to the appearance of mutual interference during the plan implementation. To make things worse, the emergency plan may even hard to implement. If these conflicts and interference were not be found during the making process, it will easily make the efficiency of rescue and relief operations very low, thus bring adversely affect to the rescue action. At present, our country solve such problems mainly through large-scale field exercises, which is not only costly but also limited because all emergency situations are set in advance and is difficult to adapt to the variable characteristics of emergency group collaborative decision-making in reality. To solve the above problem, this paper starts from the practical need of emergency group collaborative decision-making and conduct research on emergency group collaborative decision-making mechanism by analyzing the conflict characteristics and settlement process between different departments. The paper introduces group network planning method and conduct graphical representation research on emergency group collaborative decision-making. At the same time, the paper build coordination method research on emergency group collaborative decision-making using group decision-making method and knowledge management method. Based on model expression of emergency group collaborative decision-making and coordination method, this paper exploits multimedia communications technology to achieve Computer Supported Cooperative Work(CSCW) between the different emergency management departments. Besides, it designs emergency group collaboration human-computer interaction remote training system through the combination of multimedia and the adjacent technology.The example validation shows that the system can provide a perfect method and environment in terms of model expression,consultation mechanism and information exchange, thus is suitable for larger,more integrated emergency group collaboration decision-making training activities and has obvious advantages on the level of cost and simulation. Thus, the development of this project is of significant theoretical and application meaning.
