With integrative trend of world economy,traditional tariff barrier gradually fade,the issue that implementing trade protectionism by non-tariff barrier,there is a protective measures including technical regulations and standards,certification and test system in it——Technical Barrier to Trade(TBT), Because of its invisibility,lower transparency, not easy to monitor and predict, which is widely used by mre and more developed countries such as the USA,Japan and European Union, Chinese export-oriented enterprises suffer a great economic losses.Therefore, establishing early warning and alert system of risk for technical barriers to trade and Risk Judgment System, determining the risk of technical barrier to trade which have a impact on my country,make risk warning,measures should be taken for related enterprises with a clear aim,avoiding and reducing TBT's harm to related industries in China, it have very important realistic meanings and promote the export of products in our country.Based on studying,recearching and refering to the previous studies,this paper take index evaluation of risk assessing methods to build TBT's risk evaluation AHP model with the aid of principal component analysis and analytic hierarchy process (AHP),and evaluate the risk by combining fuzzy mathematics comprehensive evaluation method and Delphi.Meanwhile, This thesis analyzes the influence and ressons of TBT on export of textiles and clothing in JiangXi,and puts forward corresponding policy recommendations on how take reasonable and effective response to technical barriers on this basis of empirical research.This text is divided into seven chapters mainly.The first part is introduction,it mainly focuses on the research background, research purposes and significance, the research situation at home and abroad,and technical routes and research methods.The second chapter introduces the relevant theories of risk evaluation of technical barrier to trade.This paper illustrates connotation,extension and Character of technical barrier to trade,and introduce the relevant methods of risk assessment.The third chapter study on risk evalution System of technical barrier to trade.Choosing relative index by principal component analysis, utilizing analytic hierarchy process (AHP to establish a systematic index system of venture evaluation, using Delphi method to determine the weight and index membership with the questionnaires,in the end,adopting fuzzy mathematics comprehensive evaluation method to evaluate the risk and define risk grade on basis of index system.The fourth chapter analyzes analyzes the influence and ressons of TBT on export of textiles and clothing in JiangXi.This part introduce present situation of foreign trade of Jiangxi,export situation of textiles and clothing of JiangXi and character and reason of TBT of JiangXi what have encountered,and pave the way for building risk evaluation system of textiles and clothing of JiangXi.Chapter five take textiles and clothing which play a key role in foreign trade of JiangXi Province for emample for empirical study.This chapter build TBT's risk evaluation AHP model of textiles and clothing of JiangXi according to the character of export of textiles and clothing of JiangXi and evaluate risk, The results show that export risk level of textiles and clothing of JiangXi is between one and two grade,so we should pay much attention to it.The sixth chapter puts forward countermeasures on the basis of theoretical and empirical analysis.The seventh chapter describes the conclusions,innovation and research prospects of this paper.This part get the conclusions by means of quantitative and qualitative analysis,and give innovation and research prospects.
