Entering the 21st century, competitions among companies are more and more manifested by the competitions of human resources. With its incomparable creativity and inimitability, human resource has become a core part in company, only by constructing a human resource advantage, can a company obtain lasting competitive edge. In recent years, with the popularization of human resource outsourcing, personnel dispatch, as an effective way to gain competitive edge has been accepted by more and more companies. Personnel dispatch is the way to realize beneficial flow of human resource allocation among companies, so as to maximum company profit and minimum cost, protect employee's right, improve the professional level and increase benefit. Therefore a win-win situation can be reached among companies, talents and personnel dispatch company by each party doing their best and obtain what they need. Further more, personnel dispatch can enlarge the scale of employment and abate the employment pressure from a macro-perspective. However, personnel dispatch business starts fairly late in China, some urging problems exist, among which low performance of dispatched personnel and high turnover rate caused the satisfactory rate and fidelity drops. From the view of personnel dispatch company, management to the dispatched personnel forms the whole operation process, how to construct an effective management model, improve the working efficiency of dispatched personnel, lower the turnover rate and realize an effective management has become a key issue which decides whether a sustainable and healthy development can be achieved or not.By reviewing related documentary, starting from current management status of dispatched personnel and problems, analyzing the management characteristics of dispatched personnel, integrating theories of management, human resource management, marketing and operations management, the necessity and construction factors of dispatched personnel management model have been discussed by systematic approach. A case study of personnel dispatch company is also presented to further prove the operability and effectiveness of the management model of dispatched personnel. This study will perfect the management of dispatched personnel by personnel dispatch company, improve the standardization and be of great significance in the healthy and sustainable development of personnel dispatch company. The innovations of the study lie in that:based on the characteristics of personnel dispatch company, the traditional theory of human resource management theory and method has been carried on, innovated and practiced in the "product-the talents" of personnel dispatch company by systematic method. The management of the dispatched personnel has been analyzed from multi perspectives, by theories and practices from both home and abroad, making full use of the author's experience of working in this field, this study has been completed with the full integration of both theory and practice.
