Today’s society is a highly competitive society, and the ability to adapt to this kind of competition is key to the success factors for the business in the future. People become a key factor for enterprise survival and development. Enterprise talent evaluation is becoming increasingly important in enterprise human resource management. Now, companies stress of talent evaluation changes from meeting the needs of vacancies to selecting high-quality talent which it can help companies achieve their strategic goals. Talent assessment, using scientific methods and advanced technology, to make a scientific assessment of the purpose of testing is to improve the efficiency and quality of human resources management, to achieve the best allocation of men and things. Talent assessment to provide enterprises with scientific security, human resources management recruitment, selection, etc. Only the scientific approach can give a guarantee for the selection of new members of the right people, and to establish talent echelon for enterprise.Competency Model Theory(CMT) is the most influential theory in the existing personnel quality evaluation study. The new theory has become a new base point of the modern human resources management, a milestone in the modern human resources management system. With the in-depth study of the competency model, this new model to further enhance the core competitiveness of enterprises, and provides a solid foundation and a scientific guarantee for the enterprise to take off, to bring more and greater benefits for the enterprise.This paper takes the LPS branch of China Mobile as the specific target, staff competency model is established based on the enterprise’s actual situation. Dividing the work of this article, and set up a the general-purpose competency model. To establish the evaluation standards and evaluation indicators, according to the model. In the practical application, it uses behavioral event interview, questionnaire, and on-site interviews to establish the talent assessment model.In practical applications,the paper which accords to the target of enterprise culture and the strategic environmental corrects the competency model and the system parameters to ensure the assessment result of accuracy and validity which also improves the evaluation of the reliability and validity. The results of this study provide a scientific basis and quality assurance for their staff recruitment, selection, planning and training of LPS mobile branch, and serve to guide or reference for other Brothers.
