The real estate, being the basic industry in national development, plays a vital role. However, with the development of real estate, the overheated phenomenon of real estate can be observed in many regions of our country. For example, the real estate investment is growing at top speed; the house prices are rising continuously, and the house structure between supply and demand is out-of-balance. Facing the foam of real estate, which is enlarging in our country, the fiscal and tax policy has not taken positive effect on the real estate, and the irregular system is the chief drawback.Research from scholars show that the majority of these related literature focus on the tax system itself, but theoretical analysis and empirical research about real estate taxes is lack.Based on this argument, this paper analyzes the current situation in the real estate market. By analyzing relevant data, the paper summarizes the characteristics of the real estate market at the present stage. According to the current real estate tax policy analysis, we find the problem in the real estate tax system and further think that the property tax systems which control the real estate market are weak.In order to explore the role of real estate taxes, the paper takes the price as the object of study, which is one of the most important forms of housing. Using data from 1997 to 2008, an empirical model, and the language of mathematics, we prove the real estate taxes are associated with housing prices. That is to say, real estate tax will affect the price.Based on the empirical analysis, this paper analyzes the overheated real estate market from the perspective of tax theoretically. Analyses show that'serious lack of land value tax, "heavy flow, light to maintain", not reasonable tax collection, the development phase of high taxes and the tax burden shift are all the reasons which make the weak real estate market.To further study the tax regulation of real estate market, this paper chooses Jinan City as an example. By analyzing the current situation, summing up the real estate tax system, it once again proved the earlier empirical and theoretical analyses. On the basis of the above analysis, some suggestions are put forward on perfecting current tax system and strengthening the regulation of real estate market by learning from foreign experiences.
