The issue of mobile vendors has been a tough problem which obsessing urban management and urban development of our country in recent years. Since the images of mobile vendors doesn't fit in with the appearance of a city and problems such as food quality food hygiene produced by mobile vendors, city administrators have placed mobile vendors on the strike-hard lists in order to root out them. Instead, the strike-hard policy far from solving the mobile vendors issue, there are more violent law-enforcement of urban management supervisors and violent confrontation of mobile vendors. Mobile vendors have an active participation in all regions of city. As the voices of desterilization is heightening, many cites mainly used persuasion to the mobile vendors such as allowing their business scope in the regulated places in somewhere of the city. However, these phenomena persisted with little change because of lacking corresponding arrangement experiences governed methods and techniques under unlocked patterns. In the wave of establishing Civilized City and Clean City in our country, the voices of mobile vendors'desterilization dropped to a new low as the matters had not been solved out. The second-time strike-hard policy form again.This paper studied the situation of mobile vendors home and abroad, conducted the questionnaire surveys of mobile vendors citizen and government, surveyed the present situation of accumulation places in Changsha. The result is that mobile vendors esterilization is the general situation and there are some the forming reasons of mobile vendors' accumulation places such as economy factor; culture factor; needs factor; and planning reason. There are four types in the accumulation places of mobile vendors:school diet type, business district type, community type and farm produce market type. Landscape improvement in the accumulation places of mobile vendors has carried out by the means of landscape design theory and landscape ecology theory; the site issues are solved out perfectly, the conflicts between mobile vendors and citizen, accumulation places and city have been settled down or released to a certain extent, so all of them can share social harmony and long-term development. Finally, the basic flow chart and detailed planning methods of landscape improvement to the accumulation places have been worked out. The landscape improvement research of accumulation places of mobile vendors in Changsha city will provide technical references to the governments solving mobile vendors issues present a new way of.The results has certain value to the environment-friendly of Changsha-Zhuzhou-Xiangtan Urban Agglomeration.
