It is the important component of sustainable development of the national economy. Since reform and opening-up, forestry's reform and construction of our country has obtained enormous achievement. Using the foreign capital can accelerate the development of forestry in china. It not only can remedy the lack of internal capital and increase the forestry input, but also can bring the advance technology and equipment, the method and experience of modernization management. However, along with our country economic structure adjustment and the system reforming deepening, after the market supply and demand relations change as well as joins the WTO international competition intensifying, the further development of.the foreign capital in forestry faces a series of new challenges. The capital performance evaluation is the problem that must resolve in the forestry economy educational. Under market economy terms, set up a intact and steady performance evaluation index system for the foreign capital in forestry to enhancing the fund efficiency,-accelerating forestry's sustainable development has important theory and realistic significance.This article take the World Bank'credit in forestry for the research target and specially study on its performance evaluation index system, then want to benefit for the development of forestry in China. The whole passage is divided into six parts. The first part is an introduction of the research background and significances, and expound the research condition of the World Bank'credit and the performance evaluation, and also introduce the structure system, thinking, research method and new trails of this article. In the second part, the author have summarized the conception and theory performance evaluation, the theory mainly include:the system theory, the "3E" principle, the sustainable development theory, the quantity economy theory and the forestry economy theory. The third part analyzes the background of the World Bank' credit in forestry, comprehensively introduces the general situation of the World Bank, the World Bank and the china, the World Bank'credit in forestry. In the forth part, embarking from the system theory viewpoint and using the evidence and standard method, we set up the performance evaluation index system for the World Bank'credit in forestry in china, mainly include:the index system, the criterion system, the method system, the institution system and the organization system. In the fifth part, we take the Forest Resource Development and Protection Project for example, use the comprehensive evaluation method to analyze, the conclusion:the total score of this project' performance evaluation is 0.8083, the level is the third rank. And also the total score of the input index is 0.1255, the process index is 0.1770, the output index is 0.0547, the effect index is 0.4511. At last, we draw a conclusion and gives the research direction.
