The Application And Method Of Forest Environment Evaluation

Possession without paying, predatory exploitation of forest environmental resource are resulting in damage to forest resources, ecological damage and environmental degradation. Its main reason is that forest resource is a public goods without market price. Forest environmental resources can not be allocated reasonably by the existing market mechanisms. Therefore, understanding correctly and fixing reasonable price of forest environmental resources, is a hot issue around the world, as well as the urgent need for sustainable economic and social development.This thesis launches the research under such background. It carries out study with methods, which associate theory with practice and theoretical analyses, qualitative and quantitative analyses. The purpose of this study is question the methods and application of forest environment valuation, present the system of forest polices and support service for the forest. To realize this purpose, the thesis carries out study on the basic category of forest environmental resource, the metric of forest environment valuation, the theory base of forest environment valuation, valuation methods and their models, the technique of fixing the price, and the application of policy measures.The mentality of fixing the price is: guided by the sustainable development principle, firstly using the cost-effectiveness analysis to assess forest environment resource basing on the Externality Theory, and then adjusting the value with the development phase coefficient according to the Utility Theory and Equilibrium Price Theory, and ultimately determine the price of forest environmental resources.According to the Externality Theory, there are two kinds of avenue to appraise forest environment value. The first kind of avenue is based on the external economic that isproduced by exploiting the forest------benefit analysis.
