East Asia Community And China's Countermeasures

East Asia Community,recently, has been discussed by many learners of china and other countries, whose opinions were quite different but all full of wishes and expectations. The concept-East Asia Community initially was brought up by Mahathir, the ex-premier of Malaysia, in 1990. This thought, however, has not got enough attention from every East Asian country. Asia finance crisis in 1998 has brought heavy crush and hit to economy and finance fields of Asian countries, which made these countries realize that it is necessary to build a regional organization, which likes the EU, to reject the influences of external unfavorable factors. Thus, East Asia Community has been posed again on the agendas of some regional conferences and become a focus.In the point of international geography and polity, East Asia can be divided into two parts:East-north Asia and east-south Asia, the front includes China Japan Korea and north-Korea; the last includes Indonesia Cambodia Lao PDR Brunei Darussalam Malaysia Myanmar Philippines Singapore Thailand Viet Nam these 16 countries and areas. On November 28 1999, leaders of ASEAN and China Japan Korea held the third leader conference in Philippines capital, and published《Joint Statement of East Asia Cooperation》at the same time. From this time, 10+3 cooperation between governments has been becoming leading power in East Asia cooperation. Thus, East Asia, from economic sense, mainly refers China Japan Korea and ASEAN.The economy of East Asian countries has developed very fast in recent years, and economic cooperation between these countries have grown much, negotiations and signings of FTA between east Asia countries have developed to a peak, all of these factors are the fundament of East Asia Community. But, as a result of affects of kinds of historical economic political and cultural factors, all the east Asia countries hold different opinions and attitudes to East Asia Community, and one of the disputes is the range of East Asia Community, such as, the United States Australia and New Zealand should join in East Asia Community or not, ten countries of ASEAN should join East Asia Community as a group or a single courtiers. These issues have not reached a unique and definite conclusion. Another disputing question is the leadership of East Asia Community. According to the experiences, especially the UN and ASEAN,a regional organization needs one or two leading country(ies) to lead and promote the trade and economy cooperation between other East Asia countries according to the regional economic cooperation theory and historical experiences. In East Asia, the fighting of the leadership of East Asia Community is always on going, except dispute between china and Japan; ASEAN also does not want to give up leadership, which is in his hand now. Considering these situations, researching all the factors of affecting the east Asia deeply and systemically, foreseeing the future of the economic cooperation in east Asia, discussing how china could enforce economy and trade cooperation with Japan Korea and ASEAN, promoting the building and developing of the east Asia, have very important theory sense and practical worth.The article has four parts:The first part, the prelude, firstly, introduces the background and sense of the paper, then concludes recent research situation of East Asia Community by china and other countries, and then introduces main context, lastly concludes the new opinions and the shortcomings.The second part, the background of bring up east Asia community. On the base of discussing the process of bringing up the East Asia community, analyses the different attitudes and standpoint of East Asia countries to East Asia Community.The third part, positive factors of the building of East Asia Community. This is the first important point, mainly analyze the necessity and advantage of East Asia economy cooperation, from four views-the economic fundamental of East Asia Community, three FTA agreements of "10+1", the FT A range of east Asia,and the other union community. The forth part, negative factors of the building of East Asia Community. This is the second key point, analyzes the negative factors counteracting building East Asia Community, from three points-politic effect, imbalance of economy development of east Asia, multi-influence of transformation of "flying geese model".The fifth part, Countermeasure and Recommendation of china how to take part in East Asia Community. This is the end and returning result of this article. On the base of the front discuss, research how china could take part in the building and development of East Asia Community. First is to advance economic cooperation between ASEAN and china. Second is to promote bilateral cooperation with Japan. Third is to enforce economy cooperation with Korea. Forth is to prepare ourselves in advance, positively join in and promote the building of East Asia Community.There are two creative points in my article:the first is, analyze the trade between china and ASEAN through the revealed competitive advantage (RCA) of Balassa, when researching the trading relationships of china and ASEAN, finally come to a concluding outcome, that is the competition between china and ASEAN developing countries is becoming weaken, and the complementation is strengthening at the same time. The second is, on the base of analyzing the FTA between china and Japan and the FTA between Japan and Korea are difficult to get through, to promote the FTA between china and Korea positively, through which the two FTAs in front could make progress, this is also an efficient way to promote the building of East Asia Community.The shortcoming of this article is:the first is, as a result of involving a lot of countries and issues, the research range of East Asia Community is too large to consider every aspect in the limited pages, including some important issues. The second is, in the forth part of the article to research how china could take part in the building of East Asia Community, only bring up some abstract policy recommendations from the macroscopic aspect without the practical suggestions, thus this part seems a little vague and general.
