Technical Barriers to Trade (TBT) is the third obstacle to hinder the trade liberalization after tariffs and quotas, compared with the latter two, more subtle to technical barriers to trade, and it avoids the nominal trade discrimination, importing countries use TBT as an excuse to protect their citizens health, the environment, citing security concerns and has developed numerous product inspection and quarantine rules; Especially, the use of electronic information technologies, making the technology behind the countries of technology can not dock with the developed countries in information synchronization, and had to give up its already very weak trade advantage of resources. Therefore, technical barriers to trade, in recent years, have been adopted by more and more developed countries. Data show that technical barriers has been the primary obstacle of trade exports of all developing countries. There-warming trend of world economy is still not clear, the economic development potential is still insufficient, the short-sighted protection of developed countries will continue. This will of trade dog in the manger of the short-sighted behavior will continue. This will bring greater impact of China's foreign trade development, especially in traditional industries, such as textiles, electronics, toys, pharmaceutical industry exports.How to deal with these problems, the field in practice and academic field are mostly adopted the view of technological determinism; technology oriented, technology-oriented of all, all of the attention has focused on improving technology, the development of technology. Effectively led to advances in technology, but that does not fundamentally solve the problem of technical barriers to trade, some developed countries facing trade barriers raised by the targeted developing countries unable to cope, resulting in exports were rejected. From the perspective of social construction of technical barriers to trade, trade barriers to solve the problem, is another effective approach. This constitutes the core of this theory the use of social constructivism to deal with technical barriers to trade. Social constructivism of technological determinism aside assumptions of autonomous technology, the research perspective focused on social factors affecting technology development, so as to effectively solve technical trade barriers. This paper is structured as follows:The first part and second part of the problem of technical barriers to trade from the proposal, the development of technological determinism, the application of technical barriers to trade situation, discuss the limitations of technological determinism, contains a comprehensive description of technical barriers to trade the tendency of technological determinism, indicating that the development of trade will bring overall economic development as well as negative effects, which made the need to actively deal with technical barriers to trade.The third part analyzes the social constructivism to the essence of the meaning of social construction, theory development, theoretical advantages and limitations are discussed. The resulting technological determinism and social constructivism but two aspects from the technical and social issues to study, not all opposition, both have their own strengths, complement each other. Technical rules from formulation to implementation of the process is actually a process of social construction, is completely the use of social constructivism approach to solve the problem of technical barriers to trade. Trade barriers in response to one after another, we can not just look at the technical level, but from the perspective of social constructivism to study the technical barriers to trade and can help solve the problem of unreasonable trade barriers.Part IV discusses the article instead of technical trade barriers in the treatment limitations:there is no clear positioning of technical regulations, certification bodies and technical standards for the level of visibility of small low and so on. Then made the strategic choice to deal with TBT. Finally, the focus of talk about the social construction of specific solutions to the technical barriers to trade measures:technical standards, respectively, using the process and the aspects of stakeholders to build technical barriers to trade, which improve the technical standard system in China to address the unreasonable trade barriers and create a new way.Finally, this analysis shows that:technical barriers to trade with technical attributes but also has social attributes. From the perspective of social constructivism theory to analyze the technical barriers to trade, technology itself in the face of the shortcomings of technical barriers to trade when no response is available from technical standards, the use of the process and stakeholders, and other social factors were analyzed.
