While the economics in Europe and America maintained slower, the software outsourcing market of China has developed bigger and the maturity increased. It should be due to the fast growth in Japanese IT outsourcing, which has taken half of our market share. Dalian, as the only example city of international software, is becoming more and more internationalized in market, corporation and human resources. In the meantime, Dalian is near to Japan in Geography and is familiar to Japan in culture, and software outsourcing market from Japan is the earliest and the most influential one for Dalian. After 12 years'depositions and accumulation, Dalian now is playing a strategic role,liking a Sino-Japan bridge and door, and stepping towards the goal of being the information center in North Asia.Dalian software outsourcing from Japan holds its own unique advantages: natural geographical location; common East Asian cultures; comparing with the major cities of Japan or China, the cost advantage is self-evident; Dalian government has always been supporting the software industry, not only providing the preferential policies in talent recruitment and tax, but also introducing Dalian to the world by organizing China international Software & Information Service Fair and Overseas Students Entrepreneurship Week; Dalian has a sound industrial base, its total planning area ranked one in the world, which will form a incalculable industry cluster effect。In addition, a more important reason why Japan chosen Dalian as software outsourcing offshore is the "e-Japan" national strategy, who is trying to revitalize the IT industry, promote industrialization, and ultimately drive their economic development.The rapid development of Dalian software outsourcing from Japan's turns its industry from naive to mature, from the former OEM to high-end product. With the compound annual growth rate of about fifty percent of the development speed, Dalian has became an important part of the global software outsourcing service industry. And Dalian, as the unknown secondary small city, has been acquainted with the world. And the software industry has the characteristics of low energy, high value-added, and non-polluting, which is in line with the concept of green economy and scientific development view, so it is certain that software industry make the economy in a sustained, rapid and healthy way. Furthermore, the software industry, with its powerful "catalyst", penetrates into every aspect of national economic and social life, and plays the role of accelerating and optimizing industry promotion.But because the uniqueness of Japanese contractors limits the continued access to Dalian. One is Japan's top-down "pyramid" contracting model, which is destined to have strict hierarchy between the upper and the lower, coupled with the worship to the Japanese giants and the dependence on the total contractors, as well as the Japanese work-style of always being cautious. Japanese cannot sign the contact without complete grasp; even if they has made the contractor, they would have controlled the progress and attached great importance to quality from beginning to end of the project. These features fundamentally determined that the size of the contracts will not be much, especially in the early phase. In addition, many firms of Japanese prefer to custom software, so the experience acquired from Japan can not be unified with the international standard and can not achieve volume expansion, which have led to the primitive capital accumulation of Dalian software outsourcing enterprises can not be completed quickly and even to a higher level, conversely, which further undermined its ability to obtain more contracts.The following problems limit Dalia's persistent and large orders in a subject way. First, the human resources problem. Rapid growth of Dalian software companies, lack in supply of efficient talent and natural wastage led to tight supply of human resources; irrational talent structure, especially the lack of high-end talent, who not only understand management,but also have the capacity to develop outsourcing market; who are not only accomplished in software, but familiar with Japanese culture. Second, the business operation problem. Most enterprises do not have long-term business philosophy and planning, just be in a passively adaptable situation, in order to obtain contracts that they even adopt the "price war", so management should be regulated and the business process should be improved; small scale, low profits, shortage of funds, the low level of technology, and weak R & D capacity are the extraordinarily embarrassed questions; most corporations are lack of the direct contract channels, they are waiting and few of them take initiative actions.Given to the mentioned problems, I propose the following advices:First, from both quantity and quality, strengthen personnel training and reserves, implement integration between school,social training,government and enterprises. Second, strengthen the overall strength of enterprises in technology level, software outsourcing process and outsourcing value chain. Furthermore, expand the scale alliances to outsourcing-undertaking and outsourcing-launching corporations. Finally, strengthen the government's calling force, and increase the preferential policies, and further reinforce the government's role in software outsourcing.
