Global outsourcing is mainly initiated by the U.S. multinational companies, and now more and more used in developed countries, led to jobs and economic activity in the global redistribution of mass. Developing countries in Asia are the main beneficiaries of this phenomenon, for low-cost, these countries have become major outsourcing destination. Therefore, tens of thousands of service sector jobs from the United States, Japan and the Organization for Economic Cooperation and Development countries shifted to India, China, Singapore, Malaysia, the Philippines and other Asian developing countries. Current trends indicate that outsourcing from U.S. firms in the global outsourcing is dominant, accounting for a 70 percent market share, followed by Japan and some European economies. The cunent outsourcing market is still in the initial stage, because in Global 1000 enterprises, 70% of the companies have not outsourced any business to lower-cost countries. This shows that the developing countries in Asia, including ASEAN countries, there are still significant opportunities, as long as to be an attractive outsourcing destination, it will profit from it.IDC "Chinese software development offshore outsourcing 2006-2010 market forecast and analysis" report shows that, in 2005 the growth rate of China's software offshore outsourcing market was 55.6%, the market income reached 930 million dollars. It expects the next five years the average annual growth rate of the Chinese market will exceed 40%. CCID Consulting's prediction is more optimistic: By 2010, the scale of China's software outsourcing market will reach 7.028 billion dollars, accounting for 8.4% of the global software outsourcing market, with an average annual growth rate of 50.2%, software outsourcing will become the new force of the Chinese software industry's development. Japan is the world's second-largest software products and services market, with only 1% of business outsourcing the potential is very great. Inside one percent in this, China has gain 70%. At the same time, IDC data show that in 2005 60.1% of the over all Chinese software outsourcing revenue was from Japan customers, followed by the European and American markets, for 20.4%. With the rapid development of the software outsourcing from Japan, more and more software companies in China involved in software outsourcing from Japan, the shortage of software engineer engaging outsourcing from Japan has been the bottleneck which constrained the development of software outsourcing from Japan. Further put forward some innovative training model which is dead against the cunent bottlenecks of training: the cooperation training model, the innovation of school-enterprise cooperation model, the innovation of charging system and curriculum of training institutions and enterprises cooperation model.Finally, put forward that the training of software outsourcing should be stepped up to a strategic level, emphasize the importance and participation of the government, the attention and participation of the software park and enterprises, the concern and participation of training institutions and colleges, give full play to the role of the government's macro-control and the policy support, integrate all superior resources, make the comprehensive plan of short-, medium-and long-term training objectives and training mode, establish a sustainable development training of the software engineer engaging outsourcing from Japan, strive for the formation of sustainable development of China's software outsourcing from Japan.
