Studying On Equalization Of The Basic Public Services

Basic public service is a concept used widely but defined not very strictly. Under the current situation in China, it includes aspects of basic education, health care, social security and infrastructure. With the reform and opening up and economic development, a basic contradiction in our society is the serious uneven between cities and towns, between different regions and between different groups, caused by the supply of basic public service. The uneven of basic public service has affected the society development, and has even become the constraints of implementing the scientific concept of development and building a harmonious society. For the present situation, in the decision of some importance issues of CPC Central Committee on building a socialist harmonious society, which was adopted by the Sixth Plenary Session of the Sixteenth CPC, the party central committee clears that:the government will strengthen the dominant function of basic public service, improve the public finance system, and gradually achieve the equalization of basic public service. In the Seventeenth National Congress of CPC, Comrade Hu Jintao reported that:to reduce regional development disparities, we must focus on the equalization of basic public service, and guide the cross-regional and rational flow of production factors. Therefore, it has been one of the administrative goals of our government to achieve the equalization of basic public service.The research in this paper makes a detailed analysis, based on the basic public service and equalization and around the center of basic public service. First the research background and significance of the equalization of basic public service are studied, and the previous research in this area is reviewed. Then the basic theoretical issues of the equalization of basic public service are introduced. Concept questions are answered theoretically, such as what is public service, how to define basic public service and equalization. The basic theory of the equalization of basic public service is explained. Then the status of equalization between cites and towns and between different regions in China is analyzed by using large amounts of data from the points of input, output, and result. The author believes that the reasons include that unbalanced regional developments, imperfect public finance system, the constraint of city-town dual structure, single-supply mechanism of basic public service, a not created public service government and imperfect laws of basic public service. Finally, some policy recommendations are given on how to achieve the equalization of basic public service, including the development of balanced regional economy, the establishment of the public finance system, the creation of multi-supply mechanism of basic public service, the city-town integration, the establishment public service government and the improvement of relevant laws on basic public service.In this paper, the research method of combining theory and practice and comparison analysis is used. It is studied on how to achieve the equalization of basic public service, combined with China's national conditions and base on the relevant theories of welfare economics, new public service theory, and public finance. The statuses of equalization of basic public service between citied and towns and between different regions are compared. And as a basis the reason of gap generation is analyzed, and corresponding strategies are suggested.The innovations of this paper are mainly reflected in two aspects:first, the distinction between basic public service and general public service. Since the concept of basic public service has been raised, the discussion of the distinction between basic public service and general public service is still in progress; second, the research on the status of equalization of basic public service mostly starts with the details of basic public service. However, this paper makes a new attempt and starts with the inputs, outputs, and results of basic public service. The status of basic public service supply in China is analyzed with large amounts of data.Due to limited time and information, and the complexity of the research topic of the equalization of basic public service, this paper has not done research on all the contents of basic public service, so there are still some places worthy of study and inadequate in the paper.
