Tourism is a smokeless industry, but many links in Tourism such as tourism traffic are heavy energy consumption. Under these circumstances, low-carbon tourism and non-motorized traffic system were born. Meanwhile, with the gradual penetration of form and content of tourism, tourists attractions should not just depend on the resource advantage to meet a great market demand and competitive. As a result, the academic circle take more and more attention to tourist experience. Nowadays academic research on non-motorized system in China mainly focus on city non-motorized system and majority is launches by the transportation Planning department, conducts the research by the traveling related specialized department are very few. Therefore studying on non-motorized system from the tourist experience angle have the very important theory and the practical significance.This article based on the massive fundamental research's foundation, study on tourist characteristic, tourists'non-motorized system experience and tourists'behavior of Hangzhou West Lake, providing basis of construction of scenic area non-motorized system. This research's essential data's gain used the questionnaire survey, observation and so on.
