Research On China's Undertaking International Transfer In Modern Service Industry

Modern service industry is based on more developed industrial basis, and it is information and knowledge-relative intensive service industries, relying on information technology and modern management concept. The sustainable development of economy needs the support of modern service industries. After international industrial transfer in the manufacturing sector peaked in the end, the transfer has directed to the service industry. With the service sector becoming increasingly open, developing countries striving to seize the opportunities of international industrial transfer in service sector, it is becoming a topic of great significance on how to undertake the international transfer in modern service industry actively and effectively and promote the development of the whole service industry.It is not mature for Chinese scholars'research on the international transfer in services sector. Academic papers and publications in this field are fewer. The existing studies have focused on undertaking international service outsourcing. Foreign direct investment is researched as an independent branch. A comprehensive study of the problem is little. By analyzing the concept of service transfer, according to the discussion of national authoritative scholars, this paper proposed to undertake the international transfer in modern service industry with narrow and broad sense. Among them, the narrow international transfer in modern service industry is to transfer some services to low-cost countries, mainly in the way of international service outsourcing; the broad international transfer in modern service industry includes undertaking foreign investment in services due to relaxing the market access conditions and increasing market demand of the host country, mainly in the way of multinational corporations investment in service.The international industrial transfer theory were listed, classified and then applied them to service. Based on the research and analysis in the modern service industry's meaning, patterns and trends, the analysis was conducted about the mode, trends and characteristics of international transfer in modern service industry from the narrow and broad aspects. According to actual situation, the paper ordered and analyzed the overview of China's undertaking international service outsourcing and undertaking foreign direct investment in service sector. From the perspective of infrastructure, levels of marketization, human resources, it analyzed the constraints to undertake international transfer in the modern service industry in China. At last, it put forward specific proposals and promotion policies for international service outsourcing and foreign direct investment in service sector.
