With the world coming into the period of knowledge economy, the core of theglobal industrials transfer is from manufacturing to service industry and, the servicesindustry has gradually become an important engine of economic growth, promotingthe economy of sustained and rapid development. As one of the open regions,Zhejiang Province begins to come into the late industrialization after thirty years ofdevelopment.In the view of experience of international development, service sector graduallybecomes the subject of economy after its being in late industrialization. Comparingwith the emerging industrial countries in the same period, the level of developmentof Zhejiang’s service industry is lower. In recent years, the speed of Zhejiang’seconomy becomes lower and lower, so it is urgent to speed the development ofservice sector up. However, it will be a very long journey to realize industrial overallupgrade by itself. It is very important to grasp the opportunity of undertakinginternational service transfer.At present, the research on international service transfer is on the causes andmodes of international service transfer. The research on the economic effect is not toomuch, and it emphasizes on qualitative analysis other than quantitative analysis. Thispaper makes general theoretical analysis and empirical research respectively on theeffect of international service transfer, on the basis of analysis of Zhejiang’s economiccharacteristics and status of service transfer. Finally, this paper puts some suggestionson the basis of summing up main research conclusions. The results are as follows:(1) The scale of Zhejiang’s undertaking international services transfer isrelatively small, the gap between industries is wide and, the distribution between areimbalanced. And, all of these are related to Zhejiang’s Economic characteristics.(2) In the analysis framework of the international service transfer influencingeconomic growth, there are three effects, trade effect, technology effect andemployment effect, promoting development of economy. Zhejiang province mainly undertakes a large number of traditional services, so the effect of employment is themost significant, the technology effect is in the second position, and the technologyeffect is the last.(3) In the analysis framework of the international service transfer influencing thequality of economic growth, international service transfer can promote laborproductivity and labor force quality of host country in the great degree. However, bothof them can promote the quality of economic development to a certain extent. Atpresent, international service transfer can promote the development of industrialcluster. In the contrast the industry cluster of Zhejiang takes initial shape, so, thecapacity of absorbing industry need to be strengthened.
