Study On Liaoning Province's Undertaking The International Transfer Of Services

Since the 1960s and 1970s, a large number of international industrial transfer has emerged from Western developed countries to the newly industrialized countries, and in the past 20 years, its trends and characteristics are also changing. In recent years, with the rapid development of the international industrial transfer as well as economic globalization and reduced trade barriers, the international transfer of service industry has taken the lead in whole international industrial transfer. In the early 90's last century, foreign direct investment of service industry had surpassed the first and the second industries, reaching 50.1 percent. In 2002, the data was over 60 pencent. Reports indicate that in recent years, global FDI inflows is falling somewhat, but on the contrary, foreign direct investment of service industry is in an upward trend. We can see that foreign direct investment of service industry has become the most popular area, and fastigium of the international Transfer of service industry has arrived. Against such a background, it is urgent to study and practice how to undertake the international transfer of service industry in order to integrate Liaoning into the global economy.This paper reviews the results of scholars' research at home and abroad, and is discussed in five parts with various ways including normative analysis, empirical analysis, comparative analysis and so on according to the specific situation of economy of Liaoning Province. In the first part of the article, the article described the background of the international transfer of service industry, as well as the current status of the international transfer of service industry. In the second part, the basic concepts of service industry and the international transfer of service industry are briefly described, and the article presents the international industrial transfer theory, and also analyzes the cause of the international transfer of service industry. In the third part, a great number of data about Liaoning Province' undertaking the international transfer of service industry is used to systematically analyze the current situation of Liaoning on the international transfer of service industry. This fourth part is the core of the article. At the base of the data in the third chapter, customer profitability is calculated in modeling to measure how the foreign direct investment on service industry affects the economical development of Liaoning, which proves that the size and structure of Liaoning's undertaking international transfer of service industry is still significantly less, the effect of stimulating economic growth does not fully come out. In the end, a conclusion is made upon the point that there are constraints when Liaoning Province is undertaking the international transfer of service industry. In the fifth part, some corresponding countermeasures are brought out to solve these problems and constraints.In this paper, the current state of Liaoning's undertaking the international transfer of service industry is studied in the framework of norms, and policy recommendations including the elimination of institutional barriers and the introduction of qualified people and personnel training and so on, is proposed as guide practice in a certain period of time.
