Binhai New Area Regional Innovation Capacity Analysis

With the social and economic development, the study of regional innovation capability is the focus of academics who study at home and abroad, and the results are notable. Regional innovation capability is the key indicators for measuring regional economic development and competitiveness, so building a regional innovation system, enhance regional innovation capability is becoming development goals for each region. Binhai New Area following the Pearl River Delta and the Pudong Development Zone, is regarded as the "third pole of economic growth". And now it is responsible for driving economic development and changing China's economic development situation which fast development in south comparing with the north region of China. Regional innovation system still needs to be built and enhancement so as to take this tough task. The purpose of this study is to clear Binhai New Area innovation capacity strengths and weaknesses, help them improve and build the regional innovation system and promote their economic development.This paper studies from the concept of regional innovation system. And then respectively analyze the macro-economic level, the main element level, environmental factors and functional elements of dimensions. For macro-economic, the analysis is including development strategy, as well as undertake situation and identify their important role in regional development. For the main elements, the analysis is consist of several main elements:the corporate, government, universities and research institutions.Eenvironmental factors are divided into the hard environment and soft environment, both of which is assurance of regional innovation capability. Functional elements mainly analyzes the knowledge innovation, R & D integration, they are the driving force for the development of regional innovation capability. Through the above analysis, this paper clearly defines main elements influence the regional innovation capability and establishes one key indictors system. This capacity is divided into regional macro-economic indicators, regional innovation and environmental indicators, the regional business innovation indicators and regional knowledge innovation indicators. This paper collects and collates mass materials of the Binhai New Area with the Yangtze River Delta and the Pearl River Delta provinces and cities. Horizontal comparison is processing by using software SPSS 17.0 main elements analysis method. The results shows that Binhai New Area of innovation and innovation in the enterprise environment, ahead of other provinces and cities, while the strength of an integrated innovation and knowledge innovation capacity slightly weak. From the above analysis, the conclusion is:(1) Furthering enhance the effectiveness of government's macro regulation and control, to speed up infrastructure construction. (2)Creating mechanisms for cooperation and competition coexist, including cooperation and competition among enterprises, enterprises with credit and loyalty between employees, business and education, scientific research institutions in R & D integration; (3)Creating a learning environment to promote regional enhancement of innovation capability; (4)Creating multi-faceted innovative mechanisms in the region; (5)Promoting the development of industrial clusters,to enhance regional economic competitiveness.
