In our country's present stage, with the two-tier management system on basic of the household contract management, the contradiction between small-scale production of household and large market and between human and land gradually highlights, which is our country's basic contradiction. Under this background, the farmers' professional co-operatives develop rapidly, which provide various services during pre-production, production, post-production, and play an important role at promoting the institutionalization of the agricultural industrialization, agricultural structure adjustment. In 2007,《The law of farmers'professional cooperatives》provides a reasonable development platform for farmers' professional co-operatives, and affirms the farmers' professional co-operatives legal status from the point of law. As farmers' professional co-operatives obtaining legal status of cases, cooperatives develop rapidly, but also some problems have arisen, such as relevant policy relatively lags behind, the relevant support policy's principle has much regulation, policy implement have more difficult in some degree. All these problems are badly in need of refinement and perfect. Therefore, evaluating farmers' professional co-operatives supporting policy reasonable and analyzing the potential needs of policy of farmers' professional co-operatives from the existing policy supply shortages have important theoretical and practical significance.This paper's object is farmers' professional co-operatives support policies. On the basis of investigation and practice, this paper uses the model of Smith process execution to analysis farmers' professional co-operatives in Hebei. And based on the overall analysis and conclusions, this paper puts forward adjustment ideas and countermeasures of farmers' professional co-operatives support policy. This provides theoretical guidance and the policy basis to promote the healthy growth of farmers' professional co-operatives of Hebei.This study covers the following aspects. Based on the analysis conclusion of the current farmer cooperatives support policy, this paper analyze the status of implementation of farmers'professional cooperative support policy from the three aspects of the status of the resources situation of co-operatives, target groups, effects of support policies. This paper analyzes the implementation effect of the policy using factor analysis. The direct effect of policy implementation is mainly the economic effects of cooperatives, and the main indirect effect of policy implementation is the policy spillover effects. This paper points out the problems of implementing the support policy of farmer cooperatives in Hebei Province, and analyzes the factors of the effect of farmers' professional co-operatives from the four aspects of the body of policy implementation, the object of policy implementation, the environmental of policy implementation, the tools of policy implementation. On this basis, the paper proposes the different needs in different stages of cooperatives development to policy.Finally, this paper proposed the principle of government support of cooperatives and adjustment measures of farmers'cooperatives support policy in Hebei Province on the basis of analysis of the previous text. The principles of government supporting cooperatives are adhering to both efficiency and fairness, adhering to the voluntary democratic, and rationally define the government acts. The adjustment countermeasures of co-operatives support policy are to improve the comprehensive law enforcement level of law enforcement agencies, raise awareness of policy of co-operatives member, improve policy environment, and improve the various ancillary support policy.
