Farmers' professional co-operatives (FPC) is a creative policy applied in Chinese rural areas organization, which is a booster for agriculture industrialization, a bridge guiding farmers to the market economy, and also a connection between CCP, Governments and the vast peasantry. Currently, it is enormously significant for our governments to provide necessary support for FPC, which can push forward the FPC into a sound and upward development.A county level government refers to the county (city or district) government and township (town) government. It occupies a crucial position in Chinese government hierarchy, and also plays a vital role in grassroots governments implementing the national public policy. Thus, it is important to discuss the field performance of a county level government implementing FPC for the research on local governments implementing FPC.This paper mainly focuses on the field performance of implementing FPC in B County in a certain province of Northwest China. By using the method of typical case analyzing, it makes a conclusion of influencing factor and improvement countermeasures for a county level government in Northwest China implementing FPC.
