As real estate prices rises in recent years, real estate market is extraordinarily active. The real estate industry is highly related industries with the national economy, of which the rise and fall directly related to development of many industries. Once the sharp fluctuations in the real estate industry, will cause fluctuations in other related industries, and ultimately affects the stability of the national economy. So the healthy development of real estate in Jinan is significant. This paper summarizes real estate development, and analysis main characteristics of current real estate, including significantly regional differences, greater demand for the real estate market rigidity, increasing potential supply and prices, the construction of satellite towns to increase the effective supply of the real estate market , development insufficiency of building economic lacking of landmarks, large-scale urban infrastructure.Then it evaluates the health through early warning analysis and bubble analysis from quantitatively, and compares the bubble degree of Jinan to other provincial capital cities. Warning Index of real estate market in 2009 reached maximum alert 3.6, which enters micro-heat state, while the real estate bubble index in 2009 reached the maximum 1.2, showing a moderate housing bubble signs of the real estate bubble, which shows the unhealthy state of the real estate industry, so there needs for early measures to control the real estate market to avoid overheating. Then it studies the non- healthy factors from real estate industry, real estate market and housing policy by qualitative point. Through the real estate industry analysis, it exists that the real estate industry output to increase the contribution to GDP growth impetus is not obvious, the investment of real state grew rapidly, accounting for a larger proportion of investment in fixed assets, the structure of real estate is irrational, real estate development to promote the urbanization process is not obvious, and local revenues dependents larger on real estate income. Through the real estate market analysis, it exists that the structure of housing market supply and demand is imbalance, fluctuation of real estate transactions is large, constitute of real estate price is unreasonable, house prices have increased faster than prices, the ratio of housing prices and income is high. Through the housing security system analysis, it exists that affordable housing policies and regulatory measures lags behind the real estate market, the supply of affordable housing is in a small number, having unreasonable distribution, affordable housing is in high cost of living, financial of affordable housing is insecurity. Finally it gives the recommend, for example, developing a more rigorous system to crack down on speculative investments, to break the pattern of local government land finance, charging transaction tax of real estate according to area and promoting the property tax levy, changing the financial backbone of the local government land, regulating credit management and increasing financing channels, adjusting the optimal proportion of investment in real estate, speeding up the development of secondary and tertiary markets and improving housing security system, realizing information technology management and resource saving.Finally it gives the recommend, for example, developing a more rigorous system to crack down on speculative investments, changing the financial backbone of the local government land, charging transaction tax of real estate according to area and promoting the property tax levy, regulating credit management and increasing financing channels, adjusting the optimal proportion of investment in real estate, speeding up the development of secondary and tertiary markets and improving housing security system, realizing information technology management and resource saving.
