| The key of develop-the-west strategy is talent, as one of the most important policy in the 21st century,the implementation of develop-the-west strategy is a major opportunity for the development of Western's human resources, what is beneficial to enhance the quality of workers in Western, transform the human resources into the capital superiority, promote the national economic development and the social stability. To develop human resources fully and raise the level of education for all the people is not only the general trend for the world to strengthen the comprehensive national power, but also the necessary requirement for building of well-off society and harmonious society, which favor for achieve sustainable economic and social development.Since the reform and opening-up, economic and society has developed rapidly, but the economic gap of regional, especially between the east and west regions, expanded constantly. In addition to geographical and historical reasons and long-term social-developing reasons, people began to pay more and more attention to human resource gap. This paper analyze current situation of Western's human resource by quantity, quality, structure and distribution factors firstly from the demographic angle, reference for the related theory and the existing research results, then construct the index system and define the weight of each index by experts'marking method based on the theory to comprehensive evaluate human resource level of national 31 provinces (including Western 12provinces), compare the west to the east and central regions on regional differences of human resource level, also between internal provinces of Western. Next, take the comprehensive evaluation of human resource level as an independent, analyze factors under the regression analysis, then find the factors including economical, educational, personal and opening. Finally, propose countermeasures to improve Western human resource level. |
